Summary

This position is located in the Legal Division, Supervision, Legislation and Enforcement Branch, Legislation, Regulations and Policy Section, Legislation Unit of the Federal Deposit Insurance Corporation and provides support in the management and direction of administrative matters, on the development and analysis of regulations, legislation, and policy.

Responsibilities

  • Manages and directs all substantive and administrative matters, with particular emphasis on the development and analysis of regulations, legislation, FDIC policy and the interpretation and application of the laws and regulations governing the activities, operations and structure of insured depository institutions.
  • Acts in an advisory capacity to, and prepares or supervises the preparation of legal opinions for, members of the Board of Directors, the Division of Risk Management and Supervision (RMS), the Division of Depositor and Consumer Protection (DCP), the Director of the Division of Insurance and Research ("DIR"), and the Office of Legislative Affairs ("OLA"), and the directors of other divisions and offices and their staff nationwide, as requested, on the laws and regulations governing the activities, operations and structure of insured depository institutions and in connection with the supervision and examination for compliance with applicable laws and regulations.
  • Takes a lead role within the Legal Division in formulating policy and ensuring FDIC uniformity nationwide in the interpretation and application of laws, regulations and policy governing the activities, operations and structure of insured depository institutions, by providing advice, guidance, and assistance to Division management, legal staff in the Regional and Area offices, and to other branches and sections of the Legal Division.
  • Manages regulatory and legislative policy projects that involve complex, novel legal and policy issues with significant impact on insured depository institutions, depositors, and consumers to ensure FDIC policy balances effective supervision with other important concerns and interests.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service. Specialized experience is defined as experience providing legal counsel to the FDIC Board of Directors or other senior Corporation management and policy makers on the Federal Deposit Insurance Act or other federal banking laws and regulations.

  • Ability to understand the complexities of, and to take the lead in formulating policy in support of, the Corporation's legislative, regulatory, supervisory, information security, and deposit insurance functions related to the activities, operations and structure of insured depository institutions.
  • Ability to serve as the Legal Division's principal point of contact on regulatory and legislative issues related to the insured depository institutions.
