Summary

This position is assigned to the Navy Gateway Inns & Suites (NGIS) operation; Navy Lodging Branch; Fleet Readiness; Commander, Navy Installations Command (CNIC); Dam Neck Annex. The incumbent will manage daily NGIS operations and lodging programs.

Responsibilities


  • Acts in the capacity as the General Manager (GM) during absence.
  • Assists the GM in operating a professional Department of Defense (DoD) lodging operation, consistent with those services and amenities provided in a commercial, mid-grade hotel for guests in a Temporary Duty (TDY), Permanent Change of Station (PCS), or Leisure status.
  • Assists the GM in preparing reports for higher authority and analyzes, evaluates and implements instructions and notices from higher authority; assessing trends and problems that span the operation; recommends and implements necessary changes; and evaluates results.
  • Assists the GM in the development and execution of the installation NGIS business plan, annual budget, and capital plan; and in executing short and long-range financial plans to ensure program goals are met.
  • Works with the GM to meet or exceed budgeted profit margins by accurately forecasting revenues and expenses.
  • Supports the GM with ensuring lodging operational costs are fully reimbursed when establishing rates for support services provided to other Programs (e.g., MWR, Unaccompanied Housing, Family Housing, etc.).
  • Monitors, analyzes, and manages facility utilities costs/usage and utility invoices applying accepted billing and accounting practices. Must be a user of the CIRCUITS program and other government specific systems as required.
  • Participates in achieving the directives of management for the Non-Appropriated Billeting Fund (NABF) when officially designated in writing.
  • Ensures the efficient and proper use of all non-appropriated funds (NAF), including funds, personnel, facilities, supplies and equipment. Maintains accountability for the safeguarding of all funds.
  • Participates during fiscal oversight reviews to include inventory
  • Performs management internal controls (MIC); reviewing and developing internal controls to prevent loss and improve cost saving measures.
  • Participates in achieving and maintaining accountability for the requisition, receipt, and storage of all inventory, consumable, non-consumable, minor property, and fixed assets.
  • Accesses and manages Property Record Cards (PRC) using the prescribed Navy operating systems
  • Validates reimbursable expenses. Acts as alternate Approving Official for government purchase cardholders, reviewing all purchase requests and approving in accordance with appropriate guidelines.
  • Ensures facility and services meet program standards by conducting daily and weekly Room Inspections to continually evaluate facility conditions and staff performance.
  • Provides program oversight and participates in improvement efforts to include Mystery Shop Calls review of customer response results and room inspections to ensure program standards are maintained.
  • Responds to all guest comments, in person and via the comment card surveys, in a professional and timely manner and in accordance with program standards.
  • Participates in meeting program standardization goals and participates in the lodging accreditation program.
  • Utilizes the Navy Lodging Program's (NLP) Property Management System (PMS) to access guest information and retrieve reservation information for analytics and forecasting. Accesses management systems and tools (e.g. SAP/Epitome/Kronos/NLP Survey/) as required to meet operating and program standards.
  • Utilizes the Enterprise Inventory Management System (CORE-HMS) to verify room inventories and modify inventory availability for multiple sales channels (e.g., Call Center, Defense Travel System (DTS), DoD lodging website, etc.) to maximize utilization and revenue generating opportunities.
  • Establishes and maintains liaison with divisions, departments, and other offices that provide goods or services to the operation; fosters relationships within the community.
  • Monitors all NAF contracts for public works or private contractor services to the NAF facility, ensuring compliance with the task order.
  • Provides input for performance work statements for contract services and measures compliance through inspections, audits, and customer critiques.
  • Markets the NGIS program using technology with approved online, print, and local resources to ensure patrons are aware of the availability of lodging assets and programs.
  • Directs work to be accomplished by staff.
  • Conducts annual performance reviews of staff.
  • Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.
  • Directly supervises assigned staff which may include NF-03s (such as Housekeeping Manager, Front Office Manager, Maintenance Manager), NF-02s (Supply Clerk), and/or Crafts & Trades equivalents (Custodial Worker Supervisors, Custodial Worker Leaders).

Qualifications

Specialized experience must demonstrate the following:

1. KNOWLEDGE REQUIRED BY THE POSITION
  • Knowledge of personnel policy and practices to handle human resources requirements in a government environment (e.g., recruitment, performance management, evaluation, etc.).
  • Knowledge of associated laws, regulations, and policies used by the DoD, Department of the Navy (DON) and other U.S. government agencies to effectively manage individuals and teams in the workplace.
  • Knowledge of techniques to mentor, motivate and coach subordinate employees and skill in leadership practices.
  • Knowledge of training and certification requirements for all staff.
  • Knowledge of the daily operations of a hotel to include safety; environmental and fire prevention regulations and practices; hotel management procedures; and front desk, housekeeping, and maintenance operating principles and practices.
  • Knowledge of an automated property management system(s), such as Epitome.
  • Knowledge of and ability to understand and implement NAF budgeting; government procurement procedures; and fiscal, material, and cash management.
  • Ability to understand and utilize a wide range of DoD, DON, and/or CNIC policies and regulations pertaining to often complex situations involving the planning, funding, construction, maintenance and utilization of government owned, leased, rented or contracted facilities.
  • Ability to understand and implement CNIC's EEO policy and procedures
  • Ability to recognize and define problems, identify alternative solutions, select the best course(s) of action, and submit suggestions or present useful new ideas to improve operations.
  • Ability to independently plan, develop, prioritize, and manage continuing projects, operations and programs.
  • Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch.
  • Ability to effectively use a range of software applications for communication and management functions (e.g., Word, Excel, PowerPoint, Outlook, etc.).
  • Ability to develop and effectively deliver presentations and/or training.
  • Ability to perform the full range of supervisory duties.
  • Ability to communicate effectively both orally and in writing, in English.

2. SUPERVISORY CONTROLS

Works under direct supervision of the GM. The incumbent is responsible for implementing management functions and policies for the lodging operation and carrying out the overall objectives with available resources in coordination with the supervisor. Performance is reviewed for compliance with regulations and budget guidelines.

3. GUIDELINES

Guidelines consist of agency policy statements and objectives. Guidelines specific to assignments require a variety of DoD, DON, Secretary of the Navy (SECNAV), Office of the Chief of Naval Operations (OPNAV), CNIC, Navy Personnel Command (NPC) and regional/local policies, regulations, manuals, and guides related to lodging operations. The incumbent uses judgment and initiative in the interpretation and application of guides, making compromises and adaptations, when necessary, within the framework of established objectives in relation to lodging needs.

4. COMPLEXITY
The lodging operation conducts business 24 hours a day, 365 days a year with guests checking in and out on a daily basis. The front desk and housekeeping personnel may work various shifts. Customer service is of foremost importance in this position. The incumbent and GM determine the distribution of personnel and financial resources, lodging priorities and assignments, and analysis to determine organization efficiency and effectiveness.

5. SCOPE AND EFFECT

This position provides direct onsite management and administration of facilities and personnel in coordination with the GM. The work directly contributes to the military members, retirees, civilians and family member's quality of life, mission readiness and contributes to job satisfaction and retention of valuable members.

6. PERSONAL CONTACTS

Contacts are with CNIC headquarters staff, Regional staff, department heads, lodging staff, guests, Public Works, tenant commands, Commanding/Executive Officers, protocol staff, including contractors, vendors and representatives of private industry, and interaction with Union representatives where applicable.

7. PURPOSE OF CONTACTS

The purpose of contacts is to plan and coordinate lodging activities with CNIC, Region, GM, and Command staff for acceptance of analysis and recommendations that may be controversial, pertain to program executions, financial performance, and managerial effectiveness of the lodging operation. Additional contact is made to obtain information and/or goods and services. Contacts with representatives of subordinate commands and other Navy officials are to represent and disseminate command position and policies regarding Lodging matters and to develop solutions to complex problems.

8. PHYSICAL DEMANDS

Work is sedentary in nature.

9. WORK ENVIRONMENT

Work is primarily performed indoors in areas that normally have adequate heat, light and ventilation. The incumbent may be exposed to cold, heat or humidity when visiting various buildings.

10. OTHER REQUIREMENTS

This position has oversight for a 24-hour lodging operation. The incumbent must be available and accessible at various hours including evenings, weekends, and holidays as necessary to meet mission requirements.

Incumbent will be considered "ALPHA" personnel, and therefore subject to work during inclement weather or other states of emergency.

Must have or be able to obtain and maintain a current driver's license, as travel to other facilities may be required within the normal scope of duties.

The incumbent is expected to meet the qualifications for professional accreditation as defined by CNIC Lodging policy within 12 months of position appointment.
