Summary

NDU educates joint War fighters in critical thinking and the creative application of military power to inform national strategy and globally integrated operations, under conditions of disruptive change, in order to conduct war.

Responsibilities

MAJOR DUTIES

1. Overseeing the effective accounting, disbursing, reporting and audit readiness of all funds controlled by the National Defense University President.
2. Primary point of contract for University accounting systems management, controls, security and developments based on the direction and requirements of the Office of Secretary of Defense.
3. Assumes the role of Director Resource Management in his/her absence.
4. Directly involved in senior University leadership decision support as well as represent the University during Resource Management engagements with The Joint Staff, OSD Comptroller and other Govemment Agencies as required.
5. Supervises accounting and budget analyst, financial services, support agreement, visa/passport, and record management personnel within the Resource Management Directorate.

Background or Security Investigation: This is a non-critical sensitive position which requires a background investigation. The individual selected for this position is required to obtain and maintain a Secret security determination to occupy a non-critical sensitive position within the agency as a condition of employment.

Must be a U.S. Citizen

This is a Financial Management position requiring Level III Certification in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F - Financial Management, Section 1599. Incumbent shall comply with all requirements of this certification program to include having or obtaining required certification within two years and completion of required recurring continuing education units. Certification in other career fields may also be considered as having partially fulfilled the Level III FM requirement.

This position required incumbent to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.

This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program) and must pass urinalysis testing, as required prior to appointment and periodically thereafter

Qualifications

You must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service. Specialized experience is defined as : The ability in implementing financial policies and procedures; providing guidance on budgetary strategies, preparation and tracking; monitoring current financial requirements of assigned programs; and managing accounts to ensure funds are available to meet program requirements.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for specialized experience for this grade level.
