Summary

The FDA is the regulatory, scientific, public health and consumer protection agency responsible for ensuring all human and animal drugs, medical devices, cosmetics, foods, food additives, drugs and medicated feeds for food producing animals, tobacco and radiation emitting devices safe and effective.

The Office of Regulatory Affairs (ORA) leads all agency field activities, conducts inspections and investigations of regulated products and manufacturers.

Responsibilities

  • The Program Director, OHAFO-W is responsible for providing leadership and direction to over 450 ORA employees engaged in the investigation and compliance work related to human and animal food in ORA.
  • Overseeing and managing the western Human and Animal Food (HAF) science-based program activities, including six divisions, the Division of Domestic Human and Animal Food Operations, the cadre of National Experts and the ORA Produce Safety Network.
  • Providing counsel as lead advisor to Associate Commissioner for Regulatory Affairs (ACRA), Assistant Commissioner for HAF Operations (ACHAFO), and senior leaders on operational, scientific, and regulatory/policy making activities affecting ORA.
  • The Program Director, OHAFO-W is also responsible for providing executive and scientific leadership and assists the ACHAFO, the ACRA, and other senior FDA officials in formulating and developing ORA's short- and long-range goals.
  • The Program Director, OHAFO-W is responsible for coordinating with the Director of Regulatory Science on all food and feed scientific matters and contributes to the establishment of the regulatory science agenda for food and feed.
  • Maintaining knowledge and awareness of the leadership's interest and objectives in all matters related to HAF operations.
  • The Program Director, OHAFO-W is a key interface with the Center for Food Safety and Applied Nutrition (CFSAN) and the Center for Veterinary Medicine (CVM) scientific, compliance and program offices.
  • Provides authoritative counsel on all matters pertaining to the domestic and international programs relating to human and animal food inspection, compliance and other field activities.
  • Provides authoritative counsel on design, development, management and implementation of changes in the field and headquarters ORA programs in response to changes in legislation, major court decision, budget changes, etc. that impact the HAF program.
  • Leads teams, task forces and work groups in efforts to assess the impact of major federal government and non-government initiatives and to develop policy options.
  • Provides authoritative counsel on long-range strategic, scientific and tactical plans for specialization of ORA resources including inspectional staff and compliance staff to meet ORA's current and future global needs.
  • Providing direction and leadership of ORA's dedicated cadre of National Experts, nationally recognized authority on inspectional and investigational techniques relating to food, feed and/or other major functional areas of concern and national scope.
  • Providing guidance and management of ORA's Produce Safety Network, responsible for domestic and international produce safety work including on farm inspections, investigations, outreach, education, training and technical assistance.
  • Providing authoritative counsel on industry practices and innovation, precedent cases, and other aspects of consumer protection, proposed legislation and the operational implementation of regulations and guidance related to HAF products.
  • Providing leadership and direction to employees throughout the western portion of the U.S. who are engaged in the investigation and compliance work relating to HAF operations in ORA.
  • Advancing regulatory programs, promoting an understanding of FDA's responsibilities for enforcing regulatory standards to protect and promote public health, and;
  • Leading actions and activities related to FDA's HAF programs and resolving complex policy questions and issues that arise.

    Specialized Experience Requirement
    To be qualified for this position, your résumé must reflect experience in a managerial capacity with responsibility for providing supervisory direction to a large and diverse organization responsible for promoting economy, efficiency, and effectiveness in the administration of programs and operations on a national level and preventing and detecting fraud and abuse in such programs and operations. This experience must be evidenced by sophisticated analytical skills, superior written and oral communication skills, good judgment, and experience in interacting with government and non-government officials. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. At this level, you would have typically been responsible for planning, directing, and evaluating work that included managing and/ or supervising other managers. You must demonstrate in your resume, significant achievements, increasing levels of responsibility as a manager, and a solid record of successful professional performance.

    Basic Qualifications Requirement

  • Senior level management experience which demonstrates the ability to develop and implement a strategic mission certification training programs and materials involving food and feed preciously of high visibility and sensitivity to Congressional, consumer and/or international interests.
  • Senior level management experience providing and /advising leadership on compliance management, including enforcement of the most complex, controversial, and precedent setting regulatory cases involving food and feed products both nationally and internationally.

    This position has a positive education requirement.

    A) A bachelor's or graduate/higher level degree in quality assurance or a related degree that included at least 30 semester hours in one or a combination of the following: consumer laws, biological sciences, food science, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, legal investigations, law enforcement, or related scientific fields that provided knowledge directly related to consumer safety officer work.

    The 30 semester hours may include up to 8 semester hours in statistics, or course work that included the principles, theory, or practical application of computers or computer programming.

    OR

    B) A combination of education and experience--courses consisting of at least 30 semester hours in the fields of study described in paragraph A above, plus appropriate experience or additional education.

    Experience
    Qualifying experience involves enforcing laws and regulations to protect consumers from foods, drugs, cosmetics, fabrics, toys, equipment, and household products that are defective, dangerous, impure, unwholesome, ineffective, or improperly or deceptively labeled or packaged.
