This announcement is for the recruitment of four medical officer positions, located at 500 D Street, SW, Washington, DC, in 4 separate divisions in Global Health, Office of HIV/AIDS.

Responsibilities

  • As a Medical Officer, you will:
    Serve as an agency expert providing intellectual leadership in the medical aspects of HIV prevention, care and treatment; generates recommendations on the design and implementation of international HIV prevention, care and treatment programs serving multiple populations, including across relevant clinical, community and research platforms.
    Provide medical guidance and direction on USAID's strategic approach to addressing the HIV epidemic through the provision of accessible, high-quality HIV prevention, care and treatment services in a variety of resource-limited settings.

    Provide direct technical support to USAID Missions and senior Regional Bureau personnel to ensure that HIV prevention, care and treatment programs are medically effective, efficient and sustainable.

    Assist in the management of grants, cooperative agreements, and contracts designed to implement, monitor and evaluate HIV prevention, care and treatment programs; coordinate HIV prevention, care and treatment programs with the GH Bureau, Missions, Regional Bureaus, other USG agencies, international agencies, donors, and implementation partners; and serve as a Contract and/or Agreement Officer's Representative.
    We are recruiting for four vacancies across the Office of HIV/AIDS in the following three branches:
  • The Adult Clinical Branch, part of the Prevention, Care and Treatment (PCT) Division : The successful candidate will serve as a senior subject matter expert in the delivery of HIV care & treatment services, and is expected to have an extensive knowledge of antiretrovial therapy (ART) management, service delivery approaches, and the appropriate monitoring strategies to foster life-long virologic suppression and the prevention of HIV drug resistance. The Medical Officer will assist in the design and implementation of USAID and PEPFAR-supported HIV prevention, care and treatment programs, with a focus on clinical services for adults and adolescents. The Medical Officer will analyze data, reports and other information on HIV care and treatment internationally and will review relevant data and policies to inform USAID-supported programming. A primary focus area is creating patient-centered, high-quality differentiated service delivery approaches to foster life-long adherence and virologic suppression.
  • The Key Populations Branch, part of the Priority Populations, Integration, and Rights (PPIR) Division : The successful candidate will serve as the senior SME in HIV clinical prevention, care and treatment programs for key populations (KP), including sex workers, gay men and other men who have sex with men (MSM), transgender persons (TG), people in prisons and other closed settings, and people who inject drugs (PWID), and their partners. The Medical Officer will assist in the design and implementation of USAID and PEPFAR-support HIV prevention, care and treatment programs, particularly in the context of criminalized and/or stigmatized behaviors and environmental barriers of access to services for key populations. A primary focus area is improving access to clinical services to KPs and their partners from competent, sensitized providers including clinical prevention programming; optimized case finding; community-based ART platforms; and community-facility models; in line with the World Health Organization differentiated service delivery guidelines and WHO KP Consolidated Guidelines.
  • The Office of HIV/AIDS Supply Chain (SCH)Division : The Medical Officer will be an important member of the SCH team providing leadership and guidance on medical and other aspects of supply chain management activities and their integration into HIV care and treatment programs and wrap-around care. This includes roll-out of new ART regimens, laboratory monitoring techniques, and service delivery approaches, such as multimonth dispensing. The Medical Officer will work closely with the Office of the Global AIDS Coordinator in the Department of State, senior USAID management, health professional and policy makers in international organizations, donors and hosts governments on HIV care and treatment policies and programs.

Qualifications

This position has a specialized experience and a positive education requirement. Transcripts are required. An active US medical license is also required.

You must submit copies of your transcripts and medical license to be eligible for consideration for this position.

GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14grade level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes experience: (a) serving as a leading technical and programmatic expert for HIV prevention (and related co-infections); (b) providing services related to delivering US public health development and acquisition programs, operation/applied research, technical evaluations and support in developing countries in the area of public health and clinical medicine as it relates to HIV prevention, care, and treatment; (c) collaborating with international organizations and governmental agencies to ensure that HIV prevention, care, and treatment programs are effective, efficient and sustainable in a developing country setting.;and d) experience in either HIV medicine or public health programming.

The basic education requirement: Degree - Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation. A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Education Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway for Americans who completed premedical education in the United States and graduate education in a foreign country.) Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathy degree, a candidate must have had at least one year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in an institution accredited for such training. (This 1 year of supervised experience may be waived for research or administrative positions not requiring direct patient care.) For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Listings of accredited programs are published yearly in the Directory of Residency Training Programs and the Yearbook and Directory of Osteopathic Physicians .
  • An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical programs under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the American Osteopathic Association (AOA).
  • A residency program involves training in a specialized field of medicine in an institution accredited for training in the specialty by a recognized body of the American Medical Association (AMA) or AOA.
  • A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or other institution accredited in the United States for such training.
  • Prevention medicine or public health specializations are preferred.
