Summary

As the Deputy Director of DCSA the incumbent shares fully with the Director, DCSA in all aspects of leadership, strategic direction, contractor oversight, and delegated authority over the subordinate staff.

This Position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601. For more information see http://dcips.dtic.mil Selection under this appointment authority does not confer competitive status.

Responsibilities

The Deputy Director:
  • Exercises leadership qualities to instill throughout the organization a sense of commitment to, and ownership of, the continued success, effectiveness, and efficiency of DCSA in the discharge of its critically important national security missions.
  • Consistent with the Director's broad goals, develops management and operational objectives and policies for DCSA. Continually evaluates mission accomplishment, program emphasis, and priorities; particularly in connection with ensuring future effectiveness of DCSA in a dynamic and technologically sophisticated environment. Promotes DCSA programs, initiatives, and activities at OSD and other Federal investigative, security, intelligence, and counterintelligence agencies to establish DCSA as a leader in providing a full range of security services.
  • Monitors and correlates activities and initiatives of Agency organizational elements to promote effective communication among subordinate supervisors and their employees. Ensures recommendations for improvement of the means of delivering products and services are examined and thoroughly evaluated.
  • Exercises leadership by serving as principal advisor and consultant to the Director of DCSA in incorporating vision, strategic planning, and elements of quality management into the full range of the organization's programs and support activities
  • Encourages organizational receptivity to creative thinking and innovation to ensure continuous improvement and transformation of the Agency, as appropriate, to meet future mission objectives and operational requirements. Oversees implementation of a business plan throughout the Agency, ensuring that fixed costs are maintained at an appropriate level and that variable costs are controlled effectively.
  • Exercises delegated managerial authority to set annual and multi-year work plans and schedules for projects accomplished in-house and by contract. In coordination with other senior leadership, determines and implements goals and objectives for the Agency, to include placement of emphasis and how best to utilize specific resources, including realignments, to address shortfalls or to satisfy priority needs. Ensures the development and implementation of performance metrics. Periodically evaluates goals and objectives, measures progress, and makes adjustments as needed.
  • Assesses mission accomplishment to ensure consistency with DoD and executive agent strategic objectives, establishes program emphasis, and identifies priorities for improved program performance. Maintains continuous senior level liaison with the Office of the Secretary of Defense (OSD), Office of the Director of National Intelligence, the Military Departments, Defense Agencies and Federal entities to identify requirements affecting mission, monitor customer satisfaction, and assess policies, programs, and developments that may impact mission accomplishment. Engages with industry and non-government entities, including foreign partners, in support of DCSA mission.
  • Ensures implementation of a sound planning, programming, and budgeting system (PPBS). Directs in-depth analyses of a variety of programs and operations to develop recommendations for inclusion in the DCSA Strategic Plan. Considers long-term organizational strategies, out- year resource projections, constraints, or limitations imposed by outside authorities, including potential legislative issues, changes in technology and other related factors with possible long term impact. Assists in preparation of the DCSA budget and, when called upon, advocates budget priorities to Office of Secretary of Defense and Congress. As directed or required by the SECDEF, appears before Congressional committees on DCSA mission responsibilities and activities.
  • Ensures a continuing application of DCSA policies concerning equal employment opportunity and affirmative employment. Makes certain that discrimination for any reason, against any protected class, is prohibited and is swiftly and effectively dealt with.   • Represents DCSA in conferences and meetings and serves as the DCSA representative on interagency groups at which problems and issues of significant consequence are addressed and resolved. Ensures that DCSA goals and requirements are carefully considered and satisfied.
  • Conducts briefings for high-level officials in OSD, DoD Components, other federal government agencies, various Military Departments, etc., regarding DCSA issues and programs. Establishes and maintains liaison with DCSA customers to ensure both their understanding of and compliance with specific initiatives.

Qualifications

To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), Technical Qualifications and other qualifications, if applicable, listed below.

EXECUTIVE CORE QUALIFICATIONS (ECQs): ECQs are mandatory for those who have never held a career SES level position. If you have previously held a career SES level position, or are a current career SES level employee or equivalent (permanent DISES, SIS, SNIS), you do not have to submit ECQs.

Applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. You are required to respond to all ECQs. If you fail to do so, you will be rated as 'ineligible.' Additional information on the ECQs is available at www.opm.gov/ses/recruitment/ecq.asp . Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant.

MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. TECHNICAL QUALIFICATIONS:

1. Demonstrated ability and experience in leading a large or complex organization, with multiple missions and functional support requirements.

Additional information

DCSA, as a newly designated Defense Agency, is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.

Joint Duty Credit: All DCSA executive level positions require Joint Duty Credit. Only those candidates who meet the Joint Duty Credit requirement will be eligible to compete/be considered for a senior executive position. Employees will receive joint duty credit for almost any rotational assignment to another IC component and may also be eligible to receive credit for service outside the IC (military, other government, or private sector) that was at least at the GS/GG-13 or DCIPS Pay Band 3 level, and it occurred on or after September 11, 2001. An external candidate, if selected, will be required to immediately apply for Joint Duty credit. Note: Employees without Joint Duty Credit may apply for the position and can be considered. If selected, a waiver would be required prior to final appointment. DCSA seniors without Joint Duty at the same tier level may lateral into the position if selected without requesting a waiver.
