Summary

The purpose of this position is to serve as a Debt Manager within the Office of Debt Management. The incumbent reports to the Director of the Office. The incumbent focuses on aspects of the Treasury Debt Issuance Portfolio, provides ad hoc analysis of financial markets, and conducts a wide range of important economic and financial research efforts focusing on the listed research specialties.

Responsibilities

The following are the duties of this position at the GS-15. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • The incumbent is responsible for fixed-income research in the areas of:
    • Inflation-Linked Products
    • Derived analytics related to inflation-linked markets
    • Relative-Value Trading and Portfolio Management
    • Asset-Swap Spread Analysis
    • Quantitative analysis in international fixed income markets
    • Derivatives
    • Asset-Liability Management
    • Stochastic Modeling
  • The Incumbent must have a high level of technical expertise in the following areas:
    • Optimization and linear programming using appropriate software as it applies to fixed-income analysis and portfolio management
    • High degree of knowledge in quantitative/financial analysis, financial mathematics, and computer science.
    • Statistical and Coding Familiarity (VBA, SAS, STATA)

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
  • Experience in gathering, analyzing, and interpreting financial and economic information, particularly as it relates to fixed-income market analysis.; AND
  • Experience independently resolving analytical, technical, and operational issues.; AND
  • Experience providing accurate insight into the dynamics and relationships of financial market trends, supply and demand dynamics for financial assets, monetary policy, and the economy.; AND
  • Experience demonstrating proficient use of Excel, VBA, Python, MATLab, or similar systems.

Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
  • Experience in gathering, analyzing, and interpreting financial and economic information, particularly as it relates to fixed-income market analysis.; AND
  • Experience independently resolving analytical, technical, and operational issues.; AND
  • Experience demonstrating proficient use of Excel, VBA, Python, MATLab, or similar systems.


Education

Basic Requirements for Financial Economist 0110 series:

A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Candidates must provide sufficient information at the time of application to determine that the following basic requirements, as well as additional requirements, are met. A copy of transcript or list of college courses designating semester or quarter hours earned is recommended. If selected, you will need to verify that you meet these requirements before appointment. Candidates must meet all eligibility requirements within 30 days of the closing date of this announcement.

1. Examples of qualifying experience include: (a) individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation for business executives to make strategic business decisions; (b) supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or (c) service as a consultant or advisor on technical economics problems.. Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as quantifying experience for this position. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations: (a) economic statistics; (b) industrial surveys; (c) management of individual business enterprises, including farms; (d) industrial planning; (e) writing or editorial work in economic subjects; and (f) financial market analysis.


The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
