Responsibilities

This position is located in the Office of the Inspector General (OIG), an independent office within the Library of Congress (Library) as established under the Library of Congress Inspector General Act of 2005, as amended, 2 USC § 185. The primary purpose of this position is to plan and conduct investigations involving violations of laws and regulations that affect Library of Congress programs and operations, except incidents involving violence or personal property. Incumbent determines the scope and depth of investigations; analyzes and evaluates evidence; and, on the basis of findings, writes reports that may form the basis for criminal or civil prosecution by the Department of Justice, administrative personnel actions by the Library, or changes in practices and procedures implemented by the Library.

Pursuant to statutory law enforcement authority under 2 U.S.C. § 185 carries firearms when authorized and qualifies quarterly for firearms certification. Seeks and executes search and arrest warrants and makes arrests when required. Prepares/reviews/serves subpoenas. Complies with Council of the Inspectors General on Integrity and Efficiency (CIGIE) and OIG policies and standards.

Acts as primary liaison with critical persons and groups both inside and outside of the agency, speaking for the principal, key investigators. Initiates and maintains continuing liaison with other key law enforcement and investigative personnel in other Federal agencies and departments, such as the U.S. Attorney's Office, Federal Bureau of Investigation, Inspectors General Offices, and state and local law enforcement officials, to assure investigative continuity on matters of mutual interest.

Represents the Assistant Inspector General for Investigations (AIGI) in various professional investigative organizations. Participates in programs and events that enhance interagency relationships as well as professional skills.

Assists in determining the need for written policies and procedures.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

This is a non-supervisory, non-bargaining unit position.

Law Enforcement Availability Pay (LEAP): Incumbent is expected to work unscheduled duty hours and must be available for unscheduled duty based upon the needs of the agency. Therefore, the incumbent is eligible for Law Enforcement Availability Pay (LEAP) of an additional 25% and is subject to the provisions of the LEAP Act of 1994, as amended.

Medical Requirements: The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.

You must be physically, emotionally, and mentally able to perform the duties of the position. After an offer of employment has been made and before commencement of the duties, the selectee MUST be physically qualified by the Library's Health Services Office.

Training Requirement: Pursuant to 2 U.S.C. 185 incumbent must have successfully completed a basic law enforcement training program such as the Criminal Investigator Training Program at the Federal Law Enforcement Training Center, or military or other equivalent.

Age Requirement: There is a maximum entry age of the day before your 37th birthday (except for veteran preference eligible) for entry into law enforcement office positions. This position is covered by the special retirement provisions for Federal Law Enforcement Officers [5 U.S.C. 8336(c) or 5 U.S.C. 8412(d)] and have a mandatory retirement age of 57. If you are over age 37, you must have been or currently be covered by the special retirement provisions and be able to complete at least 20 years of covered service by age 57.

Firearms Requirements: You will be required to carry a firearm while performing duties of the position. You must also be able to qualify or have previously qualified (within the previous 2 quarters) on the Federal law Enforcement Training Center Practical Pistol course (FLETC PPC) or comparable course of fire. Maintaining firearm proficiency is also mandatory. You must not be prohibited from receiving a firearm under Federal law, including under 18 U.S.C. § 922(g)(9) because of a conviction of a misdemeanor crime of domestic violence. Candidates under consideration will be required to certify whether they meet this requirement.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Knowledge of U.S. criminal and civil laws; Federal rules of procedure; rules of evidence; precedent court decisions; laws and decisions relating to search, seizure, and arrest; and investigative principles and techniques. **

Ability to plan and execute administrative investigations in a federal agency.**

Ability to plan, organize and execute criminal and civil investigations. **

Ability to serve as investigative program liaison within and outside the agency.

Ability to communicate in writing.

Ability to exercise judgment and discretion.

Ability to communicate effectively other than in writing.
