Responsibilities

  • The incumbent is the principal advisor to the Director/Deputy Director, DCMA, on all financial management matters.
  • Assures the effective management and financial integrity of DCMA programs, activities and resources by developing, implementing, and monitoring agency-wide policies and systems.
  • The incumbent is directly responsible for providing executive leadership and policy advice for the Agency's $1.7 billion annual budget, and oversees all program, budget, accounting and fiscal integration.
  • Leads a geographically dispersed workforce of 160+ financial professionals through geographically dispersed subordinate organizations performing all aspects of programming, budget, manpower, accounting and fiscal integration.
  • Manages DCMA?s multiple funding streams; Operations and Maintenance, Investment Accounts, Security Assistance funding, Federal and DoD reimbursable funding, and Foreign Military Sales (FMS) Contract Administrative Services, both CONUS and OCONUS.
  • Formulates short and long range program policies, strategies, and objectives.
  • Designs and implements new programs, projects and processes to improve effectiveness, realize efficiencies, and/or implement changes mandated by modification in finance laws and regulations.
  • Improves program effectiveness and ensures readiness with audit requirements.
  • Responsible for the development and implementation of strategic and tactical financial goals and objectives to ensure the agency's economic viability in both the short and long term.
  • Ensures agency's compliance with all financial reporting legislation, plans and performs agency-wide reviews to determine compliance with the requirements of the Federal Managers' Financial Integrity Act.
  • Responsible for the management of DCMA's reimbursable program that includes FMS, NASA and civilian agency support.

Who May Apply:

Specialized Experience: Applicants must possess basic specialized experience and have developed the knowledge, skills, and abilities required to successfully perform the specific duties of the position.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability, and directly related to the skills and abilities outlined below under Professional/Mandatory Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15/NH-04 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. The successful candidate will be a motivated leader who has a record of sound fiscal management, proficiency in organizational management, and experience in a senior administrative position.

Positive Education Requirement: None.An earned (Baccalaureate/Grad/Post Grad) degree from an accredited institution of higher education is highly preferred but not required.

PROFESSIONAL/MANDATORY TECHNICAL QUALIFICATIONS (MTQs) : All applicants must submit separate narrative statements that fully describe how their experience supports each Mandatory Technical Qualification requirement. The statements should include specific examples of their actual experience, education, and accomplishments that directly relate to the MTQ. Examples should be clear and concise, and emphasize the level of responsibilities, scope, and complexity of programs managed, program accomplishments with results of action taken, policy initiatives, and level of contacts. MTQs are essential for successful performance in the position:

1. Broad, in-depth knowledge of financial management principles, standards and best practices related to accounting, finance, budgeting, programming, manpower/resource management, internal controls, analysis, financial and related systems, and related business functions.

2. Demonstrated senior level experience managing, organizing and leading a major financial, accounting, and manpower program across geographically dispersed locations.

3. Extensive experience in program formulation, defense and execution to include all phases of the Planning, Programming, Budgeting and Execution cycle.

Your application should include three separate MTQ statements, totaling no more than six pages.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service. The ECQs were designed to assess executive experience and potential and measure whether an individual has the broad executive skills needed in a variety of SES positions.

Applicants* must submit separate narrative statements to address each of the five ECQs below (maximum length of each statement: 1-2 pages).Each statement must fully describe how their experience demonstrates the specific ECQ. Include two relevant specific examples of actual experience, education, and accomplishments that directly demonstrate competencies for each ECQ. Examples should be clear and concise and emphasize the level of responsibilities and scope and complexity of programs managed. Applicants must use the Challenge-Context-Action-Result (CCAR) model to describe their accomplishments.

CHALLENGE: Describe a specific problem or goal.

CONTEXT: Describe individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, members of Congress, shrinking budget, low morale).

ACTION: Describe the specific actions you took to address a challenge.

RESULT: Describe specific examples of measures/outcomes that had impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills.

*EXCEPTIONS TO ECQ REQUIREMENT: Current Career SES members, former Career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to submit narrative ECQ statements.

ECQ 1-LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2-LEADING PEOPLE: Ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3-RESULTS DRIVEN: Ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4-BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically.

ECQ 5-BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

FUNDAMENTAL COMPETENCIES: These competencies are the foundation for success in each of the ECQs: Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation.

The qualifications requirements must be met by the closing date of the announcement. Only experience obtained by the closing date of this announcement will be considered. DoD Joint Enterprise-Wide Experience Statement: In addition to qualification requirements described above, the DoD requires an Enterprise Perspective. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. IAW Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program," this position requires Financial Management Level 3 certification as a condition of employment. If not already certified, incumbent must obtain certification within two (2) years of entrance on duty into this position. Once certified, incumbent must meet continuing education training requirements as outlined by regulation.

Incumbent must file an annual financial disclosure and conflict of interest, and may be subject to post-employment restrictions.

You will be evaluated for this job based on how well you meet the qualifications above.

Your application will be evaluated to determine whether basic qualifications requirements are met, and on the extent to which it shows that you possess the required knowledge, skills, and abilities to successfully perform the duties based on the scope and quality of total accomplishments, experience, and education. Applications of basically qualified candidates will be evaluated by an executive rating and ranking panel. Highly qualified candidates may undergo an interview and a reference check. The Office of the Secretary of Defense Executive Resources Board will review results and make recommendations on final selections to the appointing authority.
