Summary

This vacancy is for a Supervisory Human Resources Specialist position in the Human Resource Division located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line-Suitland Station.

This Job Opportunity Announcement may be used to fill other Supv. Human Resources Specialist, GG-201-14 FPL GG-14 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

Responsibilities

  • Use high degree of technical skill overseeing the operating methods for the staffing, recruitment, and placement of excepted and competitive service jobs in support of Census 2020.
  • Participate as a senior consultant with the Regional Directors, Assistant Regional Directors, and Regional Office managers; evaluating and making recommendations concerning overall plans and proposals for 2020 recruitment, staffing, and placement.
  • Develop strategic long-term and short-term hiring implementation plans, estimate resources needed to support the Decennial hiring activities, and presents this information to Bureau HRD and Field division management for consideration and review.
  • Coordinate and integrate ongoing 2020 hiring program activities with those of other HRD branches such as the Decennial and Field staff, Workforce Development Branch, and Strategic Recruitment and Outreach Branch.
  • Analyze problems and impediments affecting the effectiveness of 2020 hiring program, determines appropriate corrective measures, and develops new or improved techniques to improve over program effectiveness, operations, and services.

This position may be filled as a competitive temporary promotion opportunity not to exceed (NTE) 09/25/2021 by a current career or career-conditional Department of Commerce employee. This temporary promotion may be extended (not exceeding a maximum of 5 years), terminated earlier, or made permanent at management's discretion. At the conclusion of the temporary promotion, the employee will return to their position of record.

A supervisory probation period may be required.

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

This is a NON-BARGAINING unit position.

Due to the COVID-19 pandemic, and individual states being in different phases of reopening, once the selectee becomes an employee, the report date to the official duty station/facility may be delayed until such time that management notifies the employee of their requirement to report. Until it is safe to relocate, the employee may be approved to telework to the maximum extent possible, up to and including full-time.

Qualifications

Specialized Experience: For the GG-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes: advising senior-level management and program officials on complex staffing and recruitment issues; interpreting and applying Federal laws, rules, and regulations governing recruitment, placement of employees, and classification; performing authoritative consulting functions that require creating new techniques; formulating objectives to develop strategic short-term and long-term hiring solutions; influencing and persuading managers to accept recommendations on hiring matters; providing oversight and evaluating the effectiveness of numerous HR functional requirements.

Education cannot be substituted for experience at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.   • Ability to formulate objectives for the 2020 competitive service hiring program, and independently plans, designs, and, carries out the work to be done through subordinate staff, serving as the Bureau's technical authority on 2020 competitive service hiring.
  • Ability to identify measures of successful performance, report on results, and make necessary changes and/or improvements to hiring programs.
  • Skill in making decisions and/or recommendations that affect policy and precedent, and/or require significant departure from previous practices.
