Summary

This position is located in the U.S. Department of Education, Office of Finance and Operations (OFO), Office of Human Resources (OHR), Human Capital Strategic Initiatives Division (SID).

The incumbent is responsible for developing and monitoring the alignment of strategic human capital planning with agency mission, goals, and objectives.

As Management & Program Analyst (Human Capital), GS-0343-13 you will be responsible for:

Facilitates the integration of human capital planning with the agency's strategic plan, annual performance plan priorities and goals, and other relevant budget, finance, and acquisition plans.

Analyzes, designs, develops, implements, and evaluates the Department's workforce planning initiatives.

Develops and maintains a strategic human capital (HC) analytics agenda that facilitates and guides the collection, organization, interpretation, presentation, reporting, analysis, and use of HC data to inform agency and component-level reviews, performance reporting, and operations analyses.

Develops and manages a variety of highly complex programs and projects for agency-wide initiatives.

As Management & Program Analyst (Human Capital), GS-0343-14 you will be responsible for:

Facilitates the integration of human capital planning with the agency's strategic plan, annual performance plan priorities and goals, and other relevant budget, finance, and acquisition plans.

Analyzes, designs, develops, implements, and evaluates the Department's workforce planning initiatives.

Develops and maintains a strategic human capital (HC) analytics agenda that facilitates and guides the collection, organization, interpretation, presentation, reporting, analysis, and use of HC data to inform agency and component-level reviews, performance reporting, and operations analyses.

Develops and manages a variety of highly complex programs and projects for agency-wide initiatives.

Serves as an agency expert and authoritative consultant including providing technical assistance and resource management support for key agency programs/complex program areas.

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-13 if you possess the specialize experience.

Specialized Experience for the GS-13
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing all three (3) of the following duties or work assignments:

1. Experience managing human capital strategic planning initiatives.

2. Experience analyzing, designing, developing, implementing, and/or evaluating workforce planning initiatives.

3. Experience managing projects.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1. Ability to develop and execute short-term and long-term agency-wide goals and plans applying laws, regulations, principles and methods applicable to human capital planning.

2. Knowledge of the range of laws, regulations, principles and methods applicable to workforce planning.

3. Ability to effectively research, analyze, and present complex data, ideas, and options.

4. Ability to manage multifaceted projects and/or initiatives

You may meet the minimum qualifications for the GS-14 if you possess the specialize experience.

Specialized Experience for the GS-14
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing all three (3) of the following duties or work assignments:

1. Experience integrating human capital strategic planning initiatives.

2. Experience analyzing, designing, developing, implementing, and evaluating workforce planning initiatives.

3. Experience managing a variety of highly complex projects

Telework: This position is telework eligible. At the discretion of the supervisor, generally employees may be authorized to telework one day per week if they are on regular 8-hour work schedule. Teleworkers may participate in some Alternative Work Schedules (AWS) in combination with a Telework Agreement. However, all employees must work from the official worksite location a minimum of four (4) days per work week.

Bargaining Unit: This position is not included in the bargaining unit.

Selections: Agencies have broad authority under law to hire from any appropriate source of eligibles and may fill a vacancy in the competitive service by any method authorized. We may make additional selections from this vacancy announcement within 90 days from the date the selection certificates are issued, should vacancies occur. How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1. Eligibility and Minimum Qualifications
Once the vacancy announcement closes, we will review your submitted resume and documents to determine if you meet the eligibility and minimum qualification requirements, including any required education, experience, and/or selective placement factors. 2. Rating and Ranking
If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. Based on the outcome of this evaluation, you will be assigned a numerical score (out of 100 possible). If your responses to the occupational questionnaire are not substantiated by your submitted resume, you may be eliminated from receiving further consideration.
