This position is located in the Office of Compliance with responsibilities for performing professional Systems Accountant work in the Accountability Systems & Compliance Division (ASCD).

Responsibilities

As a Supervisory Systems Accountant, you will:
  • Provide first level supervision to Systems Accountants in the Accountability Systems & Compliance Division that are engaged in evaluating accountability controls, risks and vulnerabilities, and maintain system controls and procedures that are required to safeguard Bureau security products and materials throughout numerous manufacturing processes and stages.
  • Establish goals, objectives and plans for the staff, determine priorities, reviews and engages in work to be carried out and ascertains resources needed for the accomplishment of the work to ensure the adequacy and reliability of Bureau accountability controls and procedures.
  • Carry out all other responsibilities typical of first level supervisors in BEP, including those related to the implementation of the Equal Employment Opportunity Program, identification of developmental and training needs, assurance of equity in performance standards and rating techniques and recommendation of classifications, promotions and awards.
  • Ensure staff work activities are prioritized to assure maximum effectiveness is achieved with available staff, taking into consideration specialized capabilities of individual employees and overall risks and vulnerabilities of loss, abuse, or theft of Bureau products.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

Specialized experience for this position includes:
  • Performing a wide-range of assignments and program activities involved with planning, organizing, and developing policies and procedures related to product accountability; AND
  • Performing analysis and reviews of accountability systems and procedures related to the integrity of production processes and security guidelines and procedures; AND
  • Experience ascertaining resources needed for the accomplishment of the work to ensure the adequacy and reliability of accountability controls and procedures.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-13, you must have been at the GS-12 level for 52 weeks.

Education

Basic Education Requirement:

Successful completion of a full 4‐year course of study in an accredited college or university leading to a bachelor's or
higher degree in accounting or in a related field such as business administration, finance, or public administration that
included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in
business law. OR

Combination of education and experience: at least 4 years of experience in accounting, or an
equivalent combination of accounting experience, college‐level education, and training that provided professional
accounting knowledge.

The applicant's background must also include one of the following:

Twenty‐four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A
certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15
semester hours, but that does not fully satisfy the 24‐semester‐hour requirement of paragraph A, provided that (a) the
applicant has successfully worked at the full‐performance level in accounting, auditing, or a related field, e.g., valuation
engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or
auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and
underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated
with successful completion of the 4‐year course of study described in paragraph A; and (c) except for literal
nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and
experience fully meet the specified requirements.
