Responsibilities

This position is located within the Office of the Associate Administrator for Aviation Safety, AVS Voluntary Safety Reporting Program (VSRP) Group. As the Program Manager, the incumbent applies knowledge of the AVS Safety Management System (SMS) to manage the execution of all aspects of the AVS VSRP and applies knowledge of the AVS Safety culture to work in collaboration with Federal Aviation Administration (FAA) labor unions and AVS Service and Office representatives.

The AVS Voluntary Safety Reporting Program (VSRP) supports and manages various AVS-wide efforts and programs designed to: (1) foster a cooperative environment for the open reporting of AVS related safety concerns, (2) enhance the AVS safety culture, and (3) improve collaboration between AVS Management and FAA labor unions. The AVS VSRP focuses on identifying and correcting matters, including, but not limited to, aviation safety related issues and concerns regarding aircraft operations, maintenance, repair, manufacturing, aerospace medicine, cabin safety, and avionics.

In accordance with the mission and goals of AVS, plans the delivery of the overall AVS VSRP program and related activities. Develops and implements long-term goals and objectives to achieve the successful outcome of the AVS VSRP. Acquires and allocates resources to accomplish work activities within established schedules and participates in the development of an annual budget and operating plan to support VSRP operating requirements.

Maintains the AVS VSRP evaluation framework to assess the strengths of the program and to identify areas for improvement. Applies knowledge of the AVS SMS policies and objectives to identify, define, and organize work.

Provides guidance standardizing VSRP Event Review Team (ERT) processes to ensure consistency in decision-making and compliance with FAA/AVS policies and procedures, including the AVS Quality Management System (QMS) and the AVS SMS.

Approves releases of program information in accordance with the VSRP Data Request Process. Ensures a database is available to track each submitted report, the analysis of the issue(s), and any resultant corrective actions. Serves as the focal point for information requests and inquiries about the status of VSRP reports, and for the coordination and tracking of ERT recommendations and corrective actions. Reports on progress of the recommended corrective actions and publish required reports. Ensures that each submitter is given the status
of his/her report when requested.

Directs an annual review on behalf of the VSRP ERT with an emphasis on determining whether corrective action was effective in preventing or reducing the recurrence of similar, identified, aviation safety-related issues. This review will include recommendations for corrective action for recurring issues indicative of adverse safety trends.

Contacts are internal and external to AVS, the AVS VSRP, and include representatives from national labor unions, the aviation industry, and the aerospace industry. Often represents FAA as the focal point on the AVS VSRP for the resolution of safety issues and formulates and recommends the positions of the AVS VSRP to senior management. Prepares, reviews, and may approve briefings, organizational reports, presentations, or policies for internal and external distribution. Has the authority to make commitments on areas within the assigned area of responsibility.

Reports directly to the AVS VSRP Group Manager. Works mainly independently and has broad discretion to ensure alignment with organizational objectives and policies. Final work typically is reviewed for success in achieving planned results. Work activities typically impact directly on the objectives of AVS and other FAA organizations and Services/Offices, and the aviation and aerospace industries.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience collaborating with labor unions and senior management to enhance and/or foster a safety culture. Experience participating on a Safety Management System Event Review Committee and/or Safety Management Event Review Team. Experience evaluating safety data and making recommendations for corrective action. Experience executing complex aviation and/or aerospace related voluntary safety reporting programs.

This is a temporary position not-to-exceed two (2) years and may or may not be extended. A temporary assignment may be terminated at any time at the discretion of management. Upon completion of any temporary internal assignment, an employee shall be returned to his/her original permanent position or to a position at the same grade/level as his/her permanent position in the same commuting area. The position may be made permanent without further competition.
