Duties

Summary

Incumbent works in the Enterprise Services Division (ESD), Enterprise Operations Branch (EOB), Rural Development (RD), U.S. Department of Agriculture. Provides support services to all Rural Development offices in the Washington, DC area including space and property management, shipping and receiving, labor services, mail, parking, credit card records, and supplies.

Responsibilities

  • Serves on various task forces/committees directly related to space and property. Maintains liaison with management at all levels to maintain awareness of required and projected support for RD.
  • Leads/conducts studies to determine the need for special support services; including defining the scope; purpose of project, gathers data, assesses needs, determines resources, estimated cost and duration,
  • Conducts property management and physical inventory for RD National Office including equipment maintenance and repairs.
  • Conducts analyses of customer requests for products or services using knowledge of Federal acquisition laws and regulations to determine proper source and methods.
  • Resolves differences between customer's needs and vendor's ability to deliver; keeping customer informed of status of actions, delivery, and assures payment to vendor while adhering to prompt payment act.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade. (e.g.: one year at the GS-5 grade level for consideration for the GS-7 grade level or one year at the GS-7 grade level for consideration for the GS-9 grade level.)

For the GS-07: Must have one year specialized experience equivalent to the GS-05 grade level or its non-Federal equivalent that demonstrates knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications OR one full academic year of graduate-level education from an accredited college or university with a major in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled;

For the GS-09: Must have one year of specialized experience equivalent to the GS-07 grade level or its non-Federal equivalent that demonstrates - Collected and analyzed budgetary information and statistical data for use in the formulation and execution of budget requests, collection of monies, and/or reports. Experience in reviewing policies and instructions for the administration of the property management, and procurement programs for RD; conduct inventories to verify assets and reconciles general ledger and property management records; analyze repair and maintenance history reports and costs to development a recommendation when it is more efficient to replace rather than repair items; review customer request in RD National Office OR have a master's or equivalent graduate degree, OR 2 full years of progressively higher level graduate education leading to such a degree, OR LL.B or J.D. (if related) from an accredited college or university with a major in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled;
Examples of qualifying specialized experience include:
  • Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
  • Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.
  • Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.
  • Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization.
  • Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.
