Summary

The Employee Relations Officer reports to the Director, Division of Workforce Relations and Policy (DWRP) within the Office of Human Resources, IHS Headquarters. The incumbent exercises full responsibility for establishing and sustaining the agency's Employee Relations program and serves as the agency's principal advisor for human resources activities involving Employee Relations (ER).

Responsibilities

Provides direction and management on the agency Employee Relations (ER) program. Examines ER case data contained in the agency ER case management tracking system, identifying trends in ER cases; preparing and summarizing reports; and advising agency leadership on sensitive ER cases and developments. Disseminates and clarifies ER policy and procedures, developing and presenting training and providing technical guidance. Serves as the IHS technical expert on ER-related legal policy and methods, and as the agency expert on ER case law. Researches proposed or new statutes, policies and case law pertaining to ER and analyzes facts to assess potential impact and precedent-setting implications. Represents and defends the IHS before the MSPB or the EEOC and/or works with agency attorneys to aid them in their preparations to represent the IHS before a third party.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

MINIMUM QUALIFICATIONS:
Specialized Experience

Your resume must demonstrate at least one (1) year of specialized experience equivalent to the next lower grade level in the Federal service (GS-13) obtained in either the private or public sector performing the following type of work and/or tasks: Specialized experience would include most if not all of the following: serving as an organizational technical expert on Federal ER law and regulations; providing advice and guidance to managers on complex ER cases; developing and presenting ER training to supervisors; writing ER policies and guidance as well as proposal and decision letters; using ER case tracking software to track ER cases and develop reports; analyzing and reporting on ER data such as case trends; and representing and defending an organization before the MSBP or EEOC.

Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave is earned.
