Summary

This recruitment is for the Heath Resources and Services Administration Recent Graduate program. This recruitment may be used by all HRSA Bureaus and Offices to fill positions. The duty location for all positions is located in Rockville, MD.

The Recent Graduate program duration is one year. Upon successful completion of the program and at the agency's discretion, the appointee may be converted to a term or permanent position in the competitive service.

Responsibilities

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

As a Management Analyst at the GS-9, you serve as a staff analyst, evaluator and advisor to management on the effectiveness and efficiency agencies, and their components to carry out their assigned programs and functions. Work performed includes a variety of management analysis assignments that involve the application of qualitative and quantitative methods for the analysis and evaluation of internal, organizational administrative operations to determine their efficiency and effectiveness.

Your major duties and responsibilities include:
  • Analyzing and evaluating the management practices and methods, and administrative operations of an organizational unit or segment of an organizational unit.
  • Compiling data and preparing administrative status reports.
  • Reviewing internal processes and procedures, making recommendations for improvements to promote efficiency and cost savings.
  • Evaluating the quality, effectiveness and responsiveness of the management services and in identifying areas for potential improvement.
  • Developing policies, guidelines, instructions and procedures for administrative and management requirements.

ELIGIBILITY REQUIREMENTS:YOU MUST BE A RECENT GRADUATE TO QUALIFY FOR THIS PROGRAM, AS DEFINED BELOW:

A. Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from an accredited educational institution, with a cumulative GPA of 3.5 or higher, on or after October 5, 2018.

B. Be a veteran who received their degree, with a cumulative GPA of 3.5 or higher, on or after October 5, 2014 while on active duty service and were unable to apply for jobs until their recent discharge on or after October 5, 2018.

Grade-point averages will be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.

NOTE: You must provide a copy of your unofficial transcripts that shows your degree was conferred/awarded/completed and your GPA that verifies that you meet the education requirement as stated above. This documentation is required by the closing date of this announcement. Please note that a copy of a diploma is NOT acceptable as verification.

QUALIFICATION REQUIREMENT:

In addition to meeting the Recent Graduate eligibility requirements listed above, you must meet the qualification requirements for this position as listed below.

In order to qualify for this GS-9 position,
your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-7 level in the federal service.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of qualifying specialized experience equal to the GS-7 level include performing the following types of tasks on a regular and recurring basis:

Assisting in gathering quantitative and/or qualitative information from questionnaires, interviews, and studies, etc. to prepare statistical and/or narrative reports of those results; and,developing written recommendations on business, administrative and/ or management operations that target methods to enhance efficiency, effectiveness and/or productivity of those operations.

OR
Have a Master's or equivalent graduate degree or at least 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D. To be qualifying, the higher level graduate education must be in a major field of study in business administration, accounting, management, or finance or other field of study with course work directly related to the work of this position.

OR
Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

    BUSINESS PROCESS REENGINEERING - Utilizes methods, metrics, tools, and techniques to analyze and design workflows and business processes within an organization to improve outcomes, customer service, decrease operating costs, increase efficiency and effectiveness of operations, etc RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results. ADMINISTRATION AND MANAGEMENT - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.

Education

This position has an education requirement and a GPA requirement of a cumulative 3.5 or higher.
