Joining the Secret Service as the Deputy Chief Information Officer (DCIO) will allow you to work alongside the Chief Information Officer to lead in the formulation, development and execution of the Agency's IT programs in accordance with applicable laws, policy, and regulations.

Responsibilities

As the Deputy Chief Information Officer (DCIO), you will deliver and continually improve cutting-edge information technology programs and leverage your managerial experience to bring best practices, integrated solutions and information technology expertise to the Secret Service CIO's Office. You will manage a multi-functional and multi-discipline workforce of federal and contractor personnel and administer an operating budget of approximately $200 million. As a principal advisor to the CIO, you will exercise strong influence on program operations and on the formulation and development of management policies and procedures. You will be recognized as a senior expert advisor to Secret Service executive leadership as it relates to the development, enhancement, and deployment of robust, reliable, secure, and cost-effective information technology services that meet the needs of the agency's integrated mission.

Responsibilities

As the Deputy Chief Information Officer, you will provide strategic leadership and direction in the development and implementation of sound and integrated information architecture for the agency. Your duties will include:
  • Manage information technology services and solutions, to include, but not limited to: planning, budgeting and overseeing information systems (hardware and software), networks, telecommunications (date, voice, and radio), imaging technologies, and other information technologies for the Secret Service.
  • Participate in long term financial and acquisition planning, annual budget and contract management. In doing so, provide recommendations for innovative and futuristic IT/Cyber tools and best practices that could potentially save money and improve the Secret Service's cybersecurity posture.
  • Promote an understanding of cybersecurity best practices, policies, and operations, as well as the efficient and effective design and operation of critical IT programs or operations.
  • Oversee major policy and operational activities such as the development, interpretation, and application of laws, regulations, and policies that directly govern the operation and management of agency programs and the related interactions with other agencies.
  • Conduct comprehensive and continuing evaluations on the effectiveness and adequacy of program operations, as well as refine and adjust internal guidelines as needed, and recommend the development of new or substantially modified IT and telecommunications policies, methods, and systems to enhance operational efficiency.

  • Background Investigation: You must undergo and successfully complete a background investigation in order to obtain a Top Secret Clearance as a condition of placement in this position.
  • Mobility Requirement: Organizational and geographical mobility is essential in developing and managing SES leaders and generally is a key to advancement. Therefore applicants are expected to be mobile and once appointed SES members will be required to sign a mobility agreement and may be reassigned at the direction of the appointing authority.

Qualifications

(1) As a basic requirement for entry into the Senior Executive Service (SES), applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
  • Directing the work of an organizational unit;
  • Ensuring the success of one or more specific major programs or projects;
  • Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
  • Supervising the work of employees; and exercising important policy-making, policy determining, or other executive functions.

    If your resume does not include these basic qualifications, you will not be determined qualified for this position.

(2) EXECUTIVE CORE QUALIFICATIONS: The fundamental competencies within the following five Executive Core Qualifications (ECQs) are also a part of the selection criteria for SES positions. We recommend that your resume emphasize your level of responsibilities, the scope, complexity, and budget of programs managed, and your program accomplishments, including the results of your actions. For this vacancy announcement, no separate supplemental ECQ documentation is required. Your resume must incorporate each of the following ECQs:

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this Executive Core Qualification (ECQ) is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

(3) MANDATORY TECHNICAL QUALIFICATIONS (TQs):

TQ1. Expert knowledge of operating and information systems to include three or more of the following: information technology architecture and infrastructure design; technology awareness related to developing and emerging technologies; strategies to fund large scale IT programs, enterprise architecture; and information technology security programs/requirements. (Provide Examples)

TQ2. Extensive knowledge and experience in program management and development of long-range information technology plans including defining budgetary needs, determining alternative strategies, performing cost/benefit studies, and addressing implementation and integration strategies related to information technology systems.

TQ3. Demonstrate experience in collaborating and communicating on technical issues with executive level leaders and customers in development, implementation, budgeting and execution of cohesive IT strategic and tactical plans, including performance management of a large, fast-paced organization.

TQ4. Demonstrate experience in delivering modern infrastructure solutions to support a mobile workforce and virtual workplace for a complex organization. This includes integration of new applications of technology and IT business models in support of emerging workforce needs.

Education

Undergraduate or graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

You must provide a copy of your transcripts from an accredited institution. Be sure to include those transcripts directly applicable to determining your meeting the education requirements. Failure to provide proof of education will result in non-consideration for this position.

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated based on the information you provide. Verification of performance, suitability, and security information from reference checks will be taken into consideration when making an offer of employment.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education. Your application will be evaluated by a rating and ranking panel, and highly qualified candidates may undergo an interview and reference checks. The Secret Service Executive Resources Board (ERB) will review results and make recommendations on final selection to the appointing authority. Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB after selection and before appointment can occur.
