The Fairfax County Health Department is a progressive, leading public health agency that aims to protect, promote and improve health and quality of life for all who live, work and play in Fairfax County. A strong information technology program and access to timely and actionable data are vital for this public health transformation.

The Health Department seeks to assure this strong foundation with an innovative leader to fill the position of Public Health Informatics Manager. Reporting to the Deputy Director for Public Health Operations, the Public Health Informatics Manager oversees activities of all information technology projects within the department. Provides direction to align technology with organization's strategy, priorities, and business needs and provides technical leadership to the Department. Directs and assures implementation, operation and maintenance of all department systems, in coordination with centralized County Department of Information Technology (DIT), to support multiple functional areas and core public health services in a multi-disciplinary environment.

Specific duties:
  • Plans and manages the work of the Informatics Office in a manner that facilitates efficient, effective responses to departmental needs. Assure strong project management approaches for complex software implementations, upgrades, enhancements, and operations throughout the department.
  • Provides leadership, guidance, supervision and oversight to assigned staff and managers.
  • Stays abreast of data and technology developments in the field of Public Health.
  • Develops frameworks, approaches and tools to guide Departmental thinking and decisions regarding technology projects.
  • Leads and manage the activities of Health Department staff in data management, data integrity and quality control, and directs the development of department data reports.
  • Oversees the evaluation and redesign of business processes to enhance business functionality and efficiency and to facilitate large-scale change.
  • Manages funded technology proposal projects and prepare necessary written documentation related to project evaluations for DIT and the Department of Management and Budget.
  • Directs, oversees and/or advises on technical projects including: the pending implementation of the department’s first electronic health record system for clinical services; complex technical needs associated with COVID-19; emerging needs for data analysis and visualization to support epidemiologic investigations and population health activities; interagency IT systems to support environmental health, outreach, administrative operations and other interagency activities.
  • Oversees department’s PC replacement program, management of department technical assets and inventory.
  • Maintains working knowledge of emergency plans, with an emphasis on understanding the duties and responsibilities of the position during an emergency.


Required Knowledge Skills and Abilities

Advanced knowledge of methods, metrics, tools, and techniques of business process
reengineering;
Advanced knowledge of the principles, methods and tools for conducting performance
assessments of IT systems, change management theories, and their application in a business environment;
Advanced knowledge of procedures for developing technical and operational support
documentation and tools for analyzing and developing test and evaluation procedures;
Advanced knowledge of principles, methods and techniques of information technology assessment;
Considerable knowledge of interdepartmental and/or countywide processes, procedures, and requirements;
Considerable knowledge of the capabilities of information technology software, hardware, and network communication technology;
Considerable knowledge of the capabilities of various computer platforms functioning in centralized, distributed, client server, and stand-alone environments;
Considerable knowledge of effective processes, methods, techniques to analyze and evaluate business operations;
Considerable knowledge of effective project management methods, practices and techniques;
Knowledge of effective supervisory methods, practices, and techniques;
Ability to manage/administer multiple computer systems in a diverse computing environment;
Ability to work on problems of diverse scope where analysis requires a comprehensive understanding of hardware/ software systems solutions;
Ability to manage both small and large long and short-term projects under project timeline and resources;
Ability to write computer program operating instructions;
Ability to write effectively, including technical writing;
Strong analytical and conceptual skills with a demonstrated track record in new concept development for various projects and complex technical plans;
Ability to understand how IT affects an organization and ability to link it to redesigned business processes;
Ability to work cooperatively with technical staff and end users and establish and maintain relationships.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in computer information systems, business administration, or related field; plus five years of experience in information systems and process redesign, managing and implementing all phases of the systems development life cycle, including at least one year of supervisory experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a child protective services check, a credit report check, and a driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Master’s degree;
  • Project Management Certification, or other formal training in project management;
  • Strong interpersonal and communication skills;
  • Experience working for a public health organization;
  • Experience with budget preparation and control;
  • Knowledge of strategic planning processes;
  • Knowledge of federal and state legal landscape for public health data sharing initiatives.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, and job requires walking, standing, sitting (for long periods of time), and kneeling, reaching, bending, climbing stairs; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor. Ability to operate keyboard driven equipment and computer. Ability to drive a motor vehicle. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Employee may be required to lift or carry up to 25 lbs. occasionally.
