Job Announcement

Administers, coordinates, plans and directs all components of the county's Alternative Dispute Resolution (ADR) Program. This includes the development of long- and short-term goals, objectives and solutions for the program. Develops and presents training on ADR, conflict prevention, management and resolution and/or related issues to groups of employees or specific teams or work groups. Advises management and employees on trends in the alternative dispute resolution field. Directs research and evaluation of trends in conflict management and workplace Alternative Dispute Resolution programs. Interfaces with county departments for seamless collaboration; and provides leadership and input on strategic planning, organizational development and redesign projects.

NOTE: The assigned functional areas of the position are conflict resolution, mediation, human resources, and organization development.

DUTIES AND RESPONSIBILITIES:
  • Manages the county's overall design and administration of ADR services;
  • Acts as liaison to support and sustain existing county ADR programs and ADR services delivery;
  • Develops and provides facilitated training to teams, groups and others on conflict management in the workplace;
  • Conducts ADR informational sessions for county employees;
  • Oversees ADR services delivery, including mediation, conflict coaching, facilitation, training, and program development, to ensure consistent and effective implementation of established policies and procedures regarding mediation;
  • Performs analysis of data on quarterly and annual basis and provides input for the program into the annual budget;
  • Evaluates and summarizes data in terms of trends or indications of possible problem areas for ADR services;
  • Updates and maintains policy, procedure, and training materials related to ADR services;
  • Develops proposals and concepts to support the ADR program;
  • Develops and presents, organizes and provides training on ADR, conflict prevention, management and resolution and/ or related issues to groups of employees or specific teams or work groups;
  • Responds to ADR inquiries and concerns;
  • Develops programs to maximize ADR outreach for county employees;
  • Acts as liaison/representative for the county with local, state and national ADR interest groups as needed;
  • Provides facilitation services and training in support of the county's implementation of OneFairfax, a joint social and racial equity policy of the Fairfax County Board of Supervisors and School Board.
KNOWLEDGE OF:
  • Principles and practices of conflict management, conflict analysis, alternative dispute resolution concepts and conflict resolution skills;
  • Workplace and community ADR programs;
  • Workplace ADR best practices;
  • General organization, purpose and functions of county departments;
  • Techniques for gathering, compiling, analyzing and presenting information both orally and in writing;
  • Rules of English grammar, spelling and punctuation for the independent composition of reports and correspondence.
SKILLS:
  • Requires self-motivation with minimal instruction in completing assignments;
  • Requires working independently and effectively with a wide range of people, including county employees of all levels, the general public, employee groups, ADR professionals;
  • Requires supervisory skills.

  • Prepare clear, concise and accurate reports, generate statistics, and graphics;
  • Work with others to find mutually agreeable solutions to problems;
  • Use excellent judgment in dealing with confidential or sensitive information;
  • Operate a variety of office equipment, including a personal computer.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in fields related to the assigned functional areas; plus five years of professional work experience within more than one of the assigned functional areas.

CERTIFICATES AND LICENSES REQUIRED:
Not applicable.

PREFERRED QUALIFICATIONS:
Experience in a workplace mediation program in a leadership position. Strong oral and written communication skills. Ability to work effectively and efficiently, independently and with groups. Virginia Supreme Court Certification or equivalent mediation certification (or the ability to obtain such certification within two years of hire).

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check.

PHYSICAL REQUIREMENTS:

Ability to input, access, and retrieve information from a computer. Position is primarily sedentary. Work is performed in an office environment and in various work place settings throughout the county. Work requires the ability to operate keyboard driven equipment and the ability to communicate clearly with others. Occasional lifting of objects weighing up to 25 pounds, such as files, stacks of papers, reference and other materials. Work assignments may also require that the employee be able to conduct training classes for up to a full work day. All duties performed with or without reasonable accommodations.

Panel interview and may include an oral presentation exercise.
