Responsibilities

What is Procedure and Administration? The Office of the Associate Chief Counsel (Procedure and Administration) provides legal advice and litigation support services on tax matters involving the procedural aspects of filing returns and paying taxes; information reporting; assessment and collection of taxes (including interest and penalties); abating, crediting or refunding over-assessments or overpayments of tax; whistleblower matters; disclosure, privacy and the Freedom of Information Act; bankruptcy practice and procedure; summonses and the gathering of information; ethics; the Administrative Procedure Act; Foreign Bank Account Reporting; user fees; and judicial practice and procedures.

The Supervisory Management Analyst serves as the Assistant Branch Chief for the Technical Services Support Branch and assists the Branch Chief in the oversight of the following Chief Counsel programs; Tax Court petitions, dockets, and calendars; User Fees; National Office case assignments and closed records. Incumbent's responsibilities also include, but are not limited to: planning, conducting, and coordinating analysis to evaluate the effectiveness and efficiency of the program tasks; oversight and management of staff performing program tasks; and developing and maintaining a thorough knowledge of the major legal and legal support programs and operations that the LPD provides support to in Counsel's Associate and field offices.

The following are the duties of the Supervisory Management Analyst at the GS-12. This list is not inclusive.
  • Conducts agency-wide studies and evaluation of the four major programs administered by the different branch sections.
  • Surveys on the different functions of the Branch to gather information on how effective the Branch is in meeting the different business unit's needs.
  • Analyzes and evaluates the impact of new or modified Chief Counsel, Service, legislative or Tax Court requirements or rules affecting the delivery, processing, and time limits of responding to petitions, opinions, motions, decisions, order, calendars, or electronic filing of documents with the Tax Court.
  • Serves as one of the primary liaisons between the Office of Chief Counsel, the Field, the Service and Treasury and the U.S. Tax Court, including high-level senior administrative managers, in resolving problems with Tax Court documents served on the Office.
  • Monitors and evaluates the computerized systems utilized in the performance and completion of work assignments within the Branch.Reviews monthly and quarterly system generated reports to assess effectiveness of the Branch's work output and how to improve work productivity and quality.
  • Reviews systems in place (automated and manual) to determine possible work methods to improve the speed of delivery and accuracy of work products.
  • Assists the Branch Chief in planning, directing, assigning and reviewing the work of the TSS Branch staff for technical accuracy, including establishment and maintenance of records pertaining to various reporting branch responsibilities; and participation in and completion of special projects.
  • Assists the Branch Chief in revising work schedules and adjusting workloads appropriately to improve work flow and services rendered, to promote job satisfaction, to obtain maximum utilization of available human resources and to ensure maximum productivity.
  • Assisting the Branch Chief in assessing the impact of new or modified requirements affecting the branch, developing and implementing plans to meet substantial changes in workload requirements, and proposing and justifying revisions to staffing levels, work priorities and work processes to implement new or modified requirements.
  • Assisting the Branch Chief in developing written instructions, as necessary, to keep staff informed of methods and procedures for processing work; issuing special instructions for complex assignments and novel or unusually difficult procedures or processes.

Qualifications

You must meet the following requirements by the closing date of this announcement:

GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience is experience in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions including knowledge of laws related to these programs, experience working in an office or legal environment which enabled the applicant to review and analyze the facts and legal issues in items such as requests for legal assistance, court pleadings, requests for review of court documents and other legal and administrative materials; and experience coordinating, assigning, directing, reviewing and evaluating the work of subordinate employees in order to accomplish the mission of the organization.
