The incumbent serves as the Deputy Program Manager of Investigations Quality Review (IQR) under the general direction of the Program Manager, IQR. The incumbent supervises and manages a team of specialized Investigations Case Analysts (ICAs) who oversee IQR's training and mentoring program, including the development of in-house training in Ft. Meade and the post-audit process of new employees.

As a PROGRAM MANAGER you will be responsible for the following duties:
  • Plan, direct, operate, control and evaluate the operations of the team. Within established organizational, procedural and budgetary guidelines, he or she establishes internal procedures for the conduct and control of case reviews. Resolves those problems within the scope of his or her authority, referring other problems with recommendations or solutions to the Program Manager.
  • Monitor completed work of the team for adequacy and appropriateness. Facilitate team meetings and develops team building skills and cooperative working relationships among employees.
  • Approve leave, counsels employees and assists them in resolving problems and complaints. Evaluate employee performance. Propose performance improvement plans (PIPS) and other actions when necessary to improve employee performance. Decide on minor disciplinary measures (e.g., warnings, reprimands, etc.), and initiates more severe actions such as suspension and/or removal actions.
  • Review position descriptions and organizational structure, recommending positions to be revised, established or abolished.
  • Coordinate with the Deputy Program Manager in Boyers to ensure consistency in the application of training, policies and work processes across the two centers
  • Oversee workload assignment and efficiency between Ft. Meade and Boyers, and continually assesses workload levels and trends, case assignment tracking, and dashboard statistics on program performance.
  • Forecast the impact of operational processes on IQR workload as they are developed and provides necessary input to the formulation of policies and procedures. Seek solutions and makes recommendations to the Program Manager and other senior management officials regarding required changes as they relate to workload distribution and existing processes.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is: Planning, directing, operating, controlling, and evaluating the operations of a team within the security community. Establish internal procedures for the conduct and control of background investigation quality reviews, within established organizational, procedural, and budgetary guidelines. Evaluating completed investigation case workload of the team for adequacy and appropriateness. Facilitating team meetings and develops team building skills and cooperative working relationships among employees. Managing Human Resource (employee development) related to employee performance, training, counseling, and disciplinary measures.

Specifically you will be evaluated on the following competencies:

Ability to gather information through research, studies and analysis in order to appropriately identify a need for directive modification, development and/or update

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
