Summary

This recruitment is for the Heath Resources and Services Administration Recent Graduate program. This recruitment may be used by all HRSA Bureaus and Offices to fill positions. The duty location for all positions is located in Rockville, MD.

The Recent Graduate program duration is one year. Upon successful completion of the program and at the agency's discretion, the appointee may be converted to a term or permanent position in the competitive service.

Responsibilities

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

As a HRSA Public Health Analyst at the GS-9 level, you will serve as a point of contact for information about public health program evaluation activities.

Your duties and responsibilities include:
  • Assisting in program evaluation and the measurement of program outcomes.
  • Performing special projects to analyze and/or identify specific concerns or conditions of relevance and importance to the mission and activities of the center.
  • Analyzing public health legislation, regulations, executive directives, and Departmental policy issues to determine their relevance to the organization's plans, programs, and activities.
  • Developing components of short-term and long-range plans and proposals and integrating them in the organization's long-range strategic plan.
  • Coordinating agency, department, and/or government wide goal setting efforts.

ELIGIBILITY REQUIREMENTS:
YOU MUST BE A RECENT GRADUATE TO QUALIFY FOR THIS PROGRAM, AS DEFINED BELOW:

A. Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from an accredited educational institution, with a cumulative GPA of 3.5 or higher, on or after October 5, 2018.

B.
Be a veteran who received their degree, with a cumulative GPA of 3.5 or higher, on or after October 5, 2014 while on active duty service and were unable to apply for jobs until their recent discharge on or after October 5, 2018.

Grade-point averages will be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.

NOTE: You must provide a copy of your unofficial transcripts that shows your degree was conferred/awarded/completed and your GPA that verifies that you meet the education requirement as stated above. This documentation is required by the closing date of this announcement. Please note that a copy of a diploma is NOT acceptable as verification.

QUALIFICATION REQUIREMENT:

In addition to meeting the Recent Graduate eligibility requirements listed above, you must meet the qualification requirements for this position as listed below.

PUBLIC HEALTH ANALYST QUALIFICATION REQUIREMENTS:

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:
  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of a specialized public health program.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  • Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
  • In order to qualify for this GS-9 position, your resume must demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-7 level in the federal service.

    Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

    Examples of qualifying specialized experience at the GS-7 level include the following types of tasks performed on a regular and recurring basis:

    Assisting with gathering and analyzing of public health related data via surveys, studies, surveillance, etc.; assisting with the planning and delivery of public health programs and initiatives; and, assisting in the administration and monitoring of public health programs to ensure compliance with policy or legislative requirements.

    OR
    Have a Master's or equivalent graduate degree or at least 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D. To be qualifying, the higher-level graduate education must be in a major field of study in public health or other field of study with course work directly related to the work of this position.

    OR
    Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

      RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results. PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates, and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services. STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans.

    Education

    This position has an education requirement and a GPA requirement of a cumulative 3.5 or higher. You must submit a copy of your transcripts showing your degree is conferred (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education requirement.
