Summary

About the Position: This position is with the Defense Health Agency, DHA ASST DIR Combat Support Public Health located in Falls Church, Virginia. The incumbent will provide support in developing, modifying and implementing long-range Acquisition, Human Resources and business plans for the division.

Responsibilities

  • Collects, reviews and analyzes division mission guidance, programming/budget data, current assigned strength and contract reports to formulate actions in support of manpower allocation.
  • Analyzes trends, timeliness of processing actions, status of numerous actions, and identifies deficiencies or discrepancies.
  • Researches contract options to initiate and coordinate contract actions through the directorate.
  • Provides advice and guidance on contract matters including feasibility of meeting requirements through procurement or alternative means.
  • Directs the issuance of necessary contract modifications to clarify questions.
  • Plans, develops, and executes overall administrative programs and support provided to Public Health Division personnel.
  • Advises management in establishing and maintaining sound organizational structures; improving management methods and procedures; and assuring the effective and efficient use of manpower.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: Applicants must demonstrate in their resume one year of specialized experience which includes: Planning and conducting comprehensive in-depth and predictive analysis, reviews, and assessments on personnel readiness, Providing technical guidance, identify deficiencies, develop and recommend actions to correct deficiencies identified during program analysis; and Assisting with developing acquisition documents and submitting funding requests through the General Fund Enterprise Business System (GFEBS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
