Responsibilities

As a LEAD SAFETY & OCCUPATIONAL HEALTH MANAGER at the GS-0018-13/14 some of your typical work assignments may include:
  • Oversees and manages a comprehensive environmental and occupational safety program.
  • Devises and recommends new methods and policies to bring deficient areas into compliance with regulatory guidance. Interprets, modifies and extends, as necessary, existing standards, regulations and policies to safely and effectively accomplish DTRA mission.
  • Oversees intricate issues pertaining to safety and occupational health.
  • Gathers data, appropriately formulates requested reports and reviews for accuracy before submitting.
  • Partners with other agencies to ensure agreements are negotiated, coordinated and signed.
  • Coordinates complex issues pertaining to environmental protection, restoration, compliance, remediation, conservation, and pollution prevention for DTRA.
  • Responds to environmental quality policy inquiries from congressional offices, DoD, local and national offices of environmental groups.
  • Ensures the Agency complies with relevant environmental laws and regulations, Status of Forces Agreements, Final Governing Standards, and DoD Directives.
  • Receives and reviews regulations, directives and memoranda on environmental requirements.
  • Interprets such material and determines the extent to which the agency or individual locations are affected.
  • Investigates work-related accidents and near misses to determine root causes, contributing factors, and the appropriate corrective actions.
  • Conducts additional analyses to define systemic problems and to prescribe required countermeasures. Disseminates findings accordingly to educate the workforce.
  • Conducts workplace inspections in accordance with 29 CFR 1960, and recommends and implements corrective actions.
  • Coordinates with others and ensures hazards are abated timely and efficiently.
  • Works with various entities, internal and external to DTRA on providing the best possible solutions on ergonomic equipment, indoor air quality and other industrial hygiene specific concerns.
  • Designs and conducts environment and safety specific training accordingly.
  • Oversees the collection and transportation of hazardous materials according to Department of Transportation requirements and conducts the necessary training to ensure certified hazardous material handlers are available. Develops, automates and maintains user-friendly tools for inserting, retrieving and measuring various data points for environment and safety.
  • Communicates the organization's mission, vision, and values to the team and ensures they are integrated into team goals, objectives, work plans, products and services.
  • Explains to team members the action items, projects and/or program issues under review, problems to be solved, deadlines and time frames for completion.
  • Participates in the work of the team, coaches and facilitates the selection and application of problem solving techniques or work methods, and assists team in identifying solutions, priorities in and organizing to accomplish the work.
  • Distributes team assignments among team members in accordance with workflow, skill level and specialization.
  • Balances workload by making adjustments to ensure full team participation, desired results are achieved and timely accomplishment of the work based on supervisor's instructions.
  • Observes training needs and relays needs and requests to the supervisor.
  • Monitors and reports on the status and progress of work, checks work in progress and upon completion for quality, adherence to instructions and to ensure objectives are met.
  • Serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members.
  • Evaluates the work of the subordinates. Gives advice, counsel, and training to employees on both technical and administrative matters.
  • Assists with interviews and the selection of employees for positions. Hears and resolves complaints. Identifies training and developmental needs of employees.
  • Assists with the development of performance standards. Reports to the supervisor periodically on team and individual work accomplishments, problems and progress in team building.
  • Relays requests for changes in employee assignments and related actions, such as tour of duty, etc; provides input to performance appraisals for team members.
  • Resolves simple and informal complaints of employees and refers others to the supervisor.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Serving as a Safety and Occupational Health (SOH) Manager of an Agency, responsible for the management of the Environmental, Safety and Occupational Health (ESOH) Program.
  • Managing an Agency's ESOH Program according to Federal, State, DoD or local environmental and occupational safety and health laws and regulations.
  • Interpreting, modifying or extending, as necessary, existing standards, regulations and policies to safely and effectively accomplish mission objectives.
  • Communicating the organization's mission, vision, and values to the team; recommending new methods, programs, and policies to bring deficient areas into compliance with applicable environmental and occupational safety legislation.
  • Designing and conducting environmental and occupational safety specific training.

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0018 series.

Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR: Specialized Experience: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:
  • Serving as the Lead, Safety and Occupational Health (SOH) Manager of an Agency, responsible for the oversight and management of the Environmental, Safety and Occupational Health (ESOH) Program.
  • Managing an Agency's ESOH Program according to Federal, State, DoD and local environmental and occupational safety and health laws and regulations.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
