Summary

As a Program Analyst, you will conduct analytical studies that are of special interest related to functional activities and/or programs. Plans and/or directs special projects to identify operational problems, evaluate alternative solutions and recommend appropriate action(s).

This position is located in the GSA, Federal Acquisition Services, Office of Travel, Employee Relocation and Transportation, Strategic Planning Business Management and Administration Division

Responsibilities

  • Conducts analytical studies that are of special interest related to functional activities and/or programs. Plans and/or directs special projects to identify operational problems, evaluate alternative solutions and recommend appropriate action(s).
  • Applies a wide range of qualitative and/or quantitative methods to assess and improve the effectiveness and management of assigned programs, processes, projects and systems. Reviews specific goals and objectives; monitors the sequence and timing of Regional and/or field organization milestones and evaluates overall program accomplishments and significant contributions in terms of meeting regional goals.
  • Provides input and recommendations regarding projected operations, significant trends, recurring problems and similar management level concerns to organizations(s) impacted. Evaluates new or modified legislation, proposed regulations or agency guidance for projected impact upon the organization's programs, services and resources. Coordinates with other program areas and offices to determine the impact of these changes.
  • Develops or modifies assigned program guidelines, policies and long-range plans which apply to employees and/or operations throughout the Region. Analyzes and develops statistical data to improve the efficiency and effectiveness of operating programs, or internal support operations that facilitate the operating programs.
  • Determines what information is required and collects information from a variety of sources. Reviews information, reconciles conflicting data, and devises new or modified methods to analyze findings. Develops recommendations and proposals. Prepares and/or conducts briefings for higher level management to explain analysis of the subject matter involved, as well as provide recommendations or action plans, and provide guidance and/or direction for implementation.

The GS-12 salary range starts at $86,335 per year.

To qualify, you must demonstrate at least one year of specialized experience equivalent to the GS-11 level in the Federal service.

Specialized experience is experience in administrative, analytical and evaluative work involved in improving the effectiveness/efficiency of nationwide programs.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities. Your responses to these questions must be supported by your resume or your score may be lowered.
  • Knowledge of Federal laws and regulations, Executive Orders and agency directives and guidelines pertaining to designated program requirements and GSA compliance provisions, including the ability to assess any potential programs and to formulate recommendations regarding additional studies and alternative actions.
  • Knowledge of qualitative and quantitative techniques required to analyze the effectiveness and efficiency of assigned programs.
  • Knowledge and experience with Federal and agency regulations and procedures, a framework of governing laws, administrative policies and agency directives, and executive orders. Guidelines are often ambiguous or general in nature, requiring the employee to use sound technical judgment in researching and adapting very general guides to various complex situations, and to negotiate solutions that are operationally and legally acceptable, in compliance with established requirements.
  • Ability to identify problem areas, conduct research, select and evaluate technical data and to make decisions or recommendations for action based on consideration of all aspects of a problem.
  • Skill in interpersonal relations and written and oral communications required to explain and negotiate the requirements and implementation of regional program initiatives, and to present findings and conduct formal meetings in a concise and professional manner.
