Summary

As a Mechanical Engineer, will provide highly professional technical expertise in the design and coordination of complex and sophisticated projects involving the construction, renovation and repair of facilities occupied by the Federal Government.

Responsibilities

Major duties include:

• Provides expert professional technical assistance and support to the organization in the mechanical engineering field.
• Provides needed assistance in administration of such programs as historic preservation, Centers of Expertise, environmental initiatives, etc. Helps to develop planning criteria and standards for such programs in areas relating to his/her specialty.
• Makes recommendations with regard to contract disputes and any resultant final decisions, which can only be made by the Contracting Officer.
• Assists in developing quality control standards for design projects to include architectural barrier studies, material and systems selections, etc.
• Represent Agency as a witness when appropriate at the Board of Contract Appeals.

The GS-13 salary range starts at $102,663 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

BASIC REQUIREMENTS FOR ENGINEERS: A Degree in professional engineering OR a combination of college-level education, training, and/or technical experience. For specifics on qualifying education and/or experience - use the following link: Basic Requirements for Engineer Positions.

SPECIALIZED EXPERIENCE:
In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is applying professional mechanical engineering principles, concepts, and practices in the design of construction or alteration projects involving large and complex buildings or major building systems; and the coordination of the activities of architects, engineers, tenants and construction contractors on such projects. Such experience must also include having independently managed projects (balance scope/quality, schedule and budget) requiring the services of multiple disciplines from project initiation phase through project closeout.

Quality Ranking Factors (QRFs): QRFs are knowledge, skills, and abilities (KSAs) that could be expected to significantly enhance performance in a position, but are not essential for satisfactory performance. Applicants who possess such KSA's may be ranked above those who do not, but no one may be rated ineligible solely for failure to possess such KSA's. The Quality Ranking Factor for this position is the possessing a Professional Engineer (PE) License.

Education

Applicants must meet one of the following criteria in order to meet the basic educational requirements for this position:

A) Professional engineering degree in a school with at least one curriculum accredited by the Accreditation Board of Engineering and Technology (ABET) as a professional engineering curriculum.

B) Professional engineering degree including differential and integral calculus and courses (more advanced than first year physics and chemistry) in 5 of the following areas: statics, dynamics; strength of materials; fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits; nature and properties of material (relating to particle and aggregate structure to properties); and any other comparable area of engineering science or physics such as optics, heat transfer, soil mechanics, or electronics.

C) College level education, training and or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Evidenced by current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.

D) College level education, training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques, and their applications to one of the branches of engineering. Evidenced by successfully passing the Engineer-in-Training (EIT) examination.

E) College level education, training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques, and their applications to one of the branches of engineering. Evidenced by successfully passing the written test administered by the Boards of Engineering examiners in the various States, District of Columbia, Guam, or Puerto Rico.

F) College level education, training and/or technical experience evidenced by successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, and in engineering that included the courses specified in Option A above. Courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.

G) College level education, training and/or technical experience evidenced by successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology), AND at least one year of professional engineering experience acquired under professional engineering supervision and guidance.

To qualify, you must meet the basic educational/experience requirements and demonstrate at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is defined as experience in planning and executing engineering projects in office buildings. Experience must reflect managing and coordinating tasks and assignments involving mechanical, electrical and pneumatic equipment and systems; evaluating and monitoring building management operations and mechanical maintenance programs; and, identifying and recommending solutions to correct equipment and system malfunctions in building automation systems and energy management systems.

• Knowledge of mechanical engineering systems such as heating, air conditioning, ventilation, plumbing and related control systems and facilities in office buildings, industrial buildings, heating plants, and related structures.
  
• Knowledge of architectural, structural and electrical systems especially as they interface with mechanical systems.
  
• Ability to review contract plans and specifications for conformation to standard engineering practices in order to monitor contractors work to ensure conformance.
  
• Knowledge of higher mathematics, physics, engineering theory and construction technique, particularly as these relate to mechanical systems. Must be able to discuss problems and proposals with design engineers, site engineers and building contractors so as to achieve optimum technical solutions.
  
• Skill in oral and written communications to present recommendations to higher management, to obtain acceptance of technically desirable solutions which may at first not appear favorable to other parties, and to articulate technically complex concepts clearly.
