Responsibilities

This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 .

As a OPERATIONS RESEARCH ANALYST at the GS-1515-12 some of your typical work assignments may include:
  • Serves as operations research analyst, and participates in planning, conducting, and presenting complex systems analyses in support of assigned DoD programs.
  • Conducts qualitative and quantitative analyses of DoD missions within scenarios involving the use of CB warfare.
  • Analyzes and evaluates the capabilities, effectiveness, feasibility, and costs of CB defense programs and their alternatives.
  • Develops operations research methods in the solution of a variety of engineering, economic, and military problems, where the precision of relationships, rigor and economy of mathematical operations and logical necessity of results are controlling considerations.
  • Obtains, interprets and documents user requirements and translates into corresponding technical specifications and program requirements.
  • Actively participates in workgroups and conferences while collaborating with relevant external entities. Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts.
  • Supports the overall planning and timely execution of assigned programs, and identifies technical and programmatic issues, recommends, and initiates resolution of problems identified.
  • Actively participates in the preparation of execution plans for program planning, development, and transition.
  • Reviews and provides input to research and program proposals. Provides memoranda and briefings for Congressional, Departmental and related requests for information on assigned programs.
  • Supports in establishing Memoranda of Agreement (MOAs) with other government agencies, academic institutions, and foreign governments, as required, to achieve data exchange and implement cooperative programs.

Qualifications

You may qualify at the GS-12, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
  • Planning, leading, conducting, and presenting complex systems analyses and utilizing operations research analysis techniques in support of assigned DoD programs.
  • Performing research to establish objectives and approach, isolate and define critical features of the problem, formulate and apply methodology, identify alternative courses of action, and presenting results (oral and written).
  • Experience and skills as an innovator in thinking creatively as it relates to technology-based programs.
  • Analyzing management problems and providing advice and insight about the probable effects of alternative solutions to these problems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1515 series.

Basic Requirements:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Education can be substituted for experience at the GS-11 & GS-12 only.

Substitution of education may not be used in lieu of specialized experience for the GS-13 and GS-14 grade levels.

Unofficial transcripts are acceptable at time of application, however ALL TRANSCRIPTS MUST HAVE SCHOOL AND STUDENT IDENTIFICATION ON THEM OR THEY WILL NOT BE CONSIDERED.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Other Notes:

The incumbent will be required to become certified, DAWIA Level II in Program Management within 24 months, unless a Position Requirements Waiver is approved to extend the 24 months. The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
