Summary

The incumbent serves in the Office of Intelligence Operations and Oversight, Bureau of Intelligence and Research (INR/OPS). The office is under the direct supervision of the Deputy Assistant Secretary for Intelligence Policy and Coordination (INR/IPC). INR/OPS coordinates sensitive civilian and military intelligence and counterintelligence operations and programs, and provides support for Chiefs of Mission in the exercise of intelligence oversight responsibilities.

Responsibilities

  • Works closely with Department policymakers to integrate counterintelligence threats and opportunities into foreign policy calculus.
  • Coordinates sensitive counterintelligence activities and operations with the regional and function bureaus, and at times with Chiefs of Mission.
  • Maintains a broad network of contacts at the FBI, CIA, and the National Counterintelligence and Security Center (NCSC); represents the bureau and Department at interagency meetings.
  • Determines the strategic direction of INR's counterintelligence work and oversees the day-to-day activities of the counterintelligence staff.
  • Addresses covert and overt foreign influence, supply chain risk management, election security, threats from foreign intelligence services, particularly those from Russia, China, North Korea, Cuba, and Iran.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience developing and maintaining extensive professional networks within the Department of State and across the Intelligence community.
  • Experience preparing written and oral briefings, draft memoranda to inform senior level government officials.
  • Experience working on counterintelligence issues and their effect on foreign policy, particularly with regard to China, North Korea, and Russia.

There is no substitute of education for specialized experience for the GS-14 position.

  • Ability to develop briefings for senior management.
  • Knowledge of current international events and key foreign policy objectives of the U.S. government.
  • Ability to analyze and evaluate information derived from a variety of sources.

Qualified candidates are assigned a score between 70 and 100.
