As a Grants Analyst, GS-1101-13 you will perform the following duties:

The incumbent will analyze and evaluate higher education grant programs in support of Higher Education programs; oversee and/or coordinate all aspects of grant competitions including field reading, accepting and prescreening applications, assigning panels, conducting orientation and monitoring the readings; lead and/or conduct on-site monitoring of grantees and provide technical assistance to currently funded and potential grantees; lead workshops designed to acquaint potential grantees to the Department's programs, goals, and objectives; expand existing policies into improved program directive on eligibility; recommends policy pertaining to tiebreaker scores, postponed seminars and related participant awards, posting of projects and participant personal information; serve as an advisor on complex grants management issues, provide advice and assistance on an array of the most difficult, complex, and sensitive cases and issues; review, analyze advise management and recommend changes regarding the effectiveness, productivity and efficiency of agency-wide strategies and operations; lead special project teams to accomplish office goals; define and forecast long and sort-range requirements and develop strategies to fulfill program objectives; participate in management meetings to discuss organizational requirements, changes in program direction and other issues affective active grants management programs and projects; routinely prove expert advisory, consultative, and technical services to agency program and line mangers, stakeholders, and constituents on a broad range of programmatic initiatives that involve complex and controversial issues; provide authoritative guidance on complex problems and multi-faceted matters that are new, highly controversial, and/or precedent setting in nature; serve as the technical expert on implementing and administering grants management programs withing the Department; act as a consultant on program activities and objectives, priorities, identification of needs, resolution of problem areas, and other maters to assure accuracy in implementing procedures, and adherence to management principles, and objectives; plan, coordinate, lead and conduct special studies as directed by the supervisor; provide technical and analytical assistance to grantees and grant administrators on all aspects of grand or agreement management for a large segment of the United States or a specific geographical region; develop, administer and/or advises procedures for internal (i.e., managers and program officials) and externa (i.e., agencies, universities, not for profit) stakeholders on technical policies and procedures for grants or agreements; prepare and/or review grand or agreement documents (e.g., terms and conditions of awards) to determine the responsibility, financial integrity, and management competence of applicants; evaluate grant or agreement proposals against financial and administrative criteria to make award decisions, negotiate with awardee as needed; conduct award management oversight activities by monitoring the use of program funds by grantees and determine acceptability of products and the need for corrective actions, and make determinations on requests for grant amendments (e.g., extension, continuation, renewal, and suspension).

Qualifications

Specialized Experience for the GS-13
One year of experience equivalent to the GS-12 performing all three (3) of the following duties or work assignments:

1. Experience monitoring education services, programs, activities and strategies that promote educational success.
2. Experience providing guidance in carrying out grant initiatives.
3. Experience conducting technical assistance workshops to educate grantees and the public.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1. Knowledge of principles, concepts, regulations, and practices governing grants management.

2. Knowledge of laws, agency policy, precedent cases, and procedures to manage grants and agreements.

3. Skill in utilizing qualitative and/or quantitative methods and techniques in order to carry out special assignments.

4. Skill in identifying and resolving complex grant administrative issues or problems.

5. Knowledge of compliance and regulatory procedures to evaluate, and improve the grant process.

Telework: This position is telework eligible. At the discretion of the supervisor, generally employees may be authorized to telework one day per week if they are on regular 8-hour work schedule. Teleworkers may participate in some Alternative Work Schedules (AWS) in combination with a Telework Agreement. However, all employees must work from the official worksite location a minimum of four (4) days per work week.

Bargaining Unit: This position is included in the bargaining unit.

Selections: Agencies have broad authority under law to hire from any appropriate source of eligibles and may fill a vacancy in the competitive service by any method authorized. We may make additional selections from this vacancy announcement within 90 days from the date the selection certificates are issued, should vacancies occur. We may also share selection certificates amongst program offices across the agency.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1. Eligibility and Minimum Qualifications

2. Rating and Ranking
If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. Based on the outcome of this evaluation, you will be assigned a numerical score (out of 100 possible). If your responses to the occupational questionnaire are not substantiated by your submitted resume, you may be eliminated from receiving further consideration.
