Summary

This position is located in the Chief Information Officer Organization, Division of Information Technology, Enterprise Technology Branch of the Federal Deposit Insurance Corporation and provides support in the areas of developing, implementing, and maintaining the Enterprise Architecture (EA) program.

Responsibilities

Applies the FDIC framework for EA in developing and maintaining the information, security, application, and technical infrastructure needed for the Enterprise Architecture.

Provides design assistance, architecture guidance, and technology evaluation on multiple and varied information technology projects. Guidance includes documentation, consultative interactions, and participation in review groups and transition of efforts into ongoing operations.

Provides input to planning, budget, and governance processes related to enterprise architecture. Input will be made for both items where decisions have been made (known strategic directions) and where decisions have not been made (pre-decisional strategic considerations).

Communicates complex technical requirements, issues, and problems to both technical and non-technical personnel. The communication will often involve pre-decisional information and information of a sensitive or confidential nature.

Stays abreast of current and emerging technologies related to development and design of business processes and applications in support of the enterprise architecture.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the GS/CG-12 grade level or above in the Federal service. Specialized experience is defined as experience providing support for an Enterprise Architecture (EA) program, including the development and maintenance of standards, guidelines, and processes in information technology and enterprise architecture principles across multiple domains.
In addition to meeting the specialized experience, applicants must have IT-related experience demonstrating each of the four competencies listed below.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Your resume and the online assessment questionnaire will be reviewed to determine whether you meet the qualification requirements outlined in this announcement. If you are found qualified, you will be placed in one of three categories: Best Qualified, Highly Qualified, or Qualified. These category assignments are a measure of the degree in which your background and responses to the assessment questions match the competencies/knowledge, skills, and abilities (KSAs) listed below. Within these categories, candidates eligible for veterans' preference will receive selection priority over non-veterans.

Knowledge of IT and EA principles encompassed by the FDIC EA domains for business, information, applications, technology, and security.

Knowledge of federal IT regulations and requirements such as Clinger-Cohen Act, OMB IT circulars, Federal Enterprise Architecture Framework (FEAF) or The Open Group Architecture Framework (TOGAF).

Ability to create visual depictions of the totality of IT elements that compose the architecture, and the specification of the relationships between those components.

Knowledge of application architectures and various protocols used throughout a web-based architecture system, including application design patterns.

Knowledge of commercially available technologies and services, new and emerging technologies, information technology related trends, and IT standards/best practices and how these may apply to FDIC programs.
