Summary

Nursing Assistants assigned to the Resource Pool at the, Salem VA Medical Center, provide basic, appropriate, and effective intervention to individual patients needs according to established facility policies and procedures. Anticipates needs of professional staff and works with them as a team member.

Responsibilities

Major duties include but are not limited to the following:
  • Performs and documents patient care activities and treatments in the prescribed plan of care, demonstrating knowledge of anatomy and physiology, aseptic principles, disease processes, and skill in application principles. Recognizes emergency situations, initiates appropriate actions according to policy and procedure, demonstrating knowledge of and skill in initiating CPR. Contributes to a safe, clean, and therapeutic environment for patients and staff by cleaning equipment, furniture, appliances, and patient care areas.
  • Greets and receives patients, visitors, and the public in a courteous, respectful and friendly manner.
  • Collects data for quality monitoring projects. Directs patients to their units. checks for contraband and inventories and stores patient belongings. Provides patient and family members with information relating to the stay including environmental orientation and services available.
  • Report changes in patient's condition to the registered nurse, as well as the patient's acceptance and response to nursing care.
  • Observe the general appearance and condition of skin and report's findings to the registered nurse.
  • Give individual care and attention to acutely and chronically ill patients.
  • Work closely with patients to increase their physical and emotional independence by guiding, encouraging, instruction and supervising.
  • After having instruction, has competency to assemble, operate and care for special equipment used for patient care.
  • Assists patients with range of motion exercises.
  • Transports patients to tests and procedures as directed.
  • Works on all inpatient units as staffing needs dictate. These units include Acute Care, Geriatrics and Extended care, Psychiatry and can also include the High Consequence Infection (HCI) Unit related duties.
  • Other duties as assigned based on facility needs.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Certification preferred.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education or Training. One year above high school with courses related to the Nursing Assistant occupation. Completion of an intensive, specialized, occupation-related course of study of less than one year as a nursing assistant may also meet in full the experience requirements for GS-3.
GS-5 NA (Full Performance Level)
  • Experience. One year of progressively responsible assignments and experience equivalent to the GS-4 level which demonstrates knowledge, skills, and abilities (KSA's) that are directly related to the specific assignment. In addition, the candidate must demonstrate the professional KSA's in subparagraph (c) below;
OR,
  • Education. Successful completion of a 4-year course of study above high school leading to a bachelor's degree that included 24 semester hours of courses related to health care or possession of a bachelor's degree;
AND
  • Demonstrate the following knowledge, skills, and abilities:(1) Ability to assist in the full range of nursing care to patients/residents with physical and/or behavioral problems in a hospital, long term care or outpatient setting under the direction of a Registered Nurse and/or Licensed Vocational Nurse/Licensed Practical Nurse. (2) Ability to communicate orally with patients/residents, families, interdisciplinary team and other personnel. This includes serving as a preceptor to new Nursing Assistants by assisting with the coordination of their orientation and overseeing/assessing their practical experience while in a clinical setting. (3) Ability to recognize and react to emergent patient/resident care situations and intervene while waiting for assistance. For example, recognizing need for basic life support, controlling bleeding and assisting with behavior crisis.

The full performance level of this vacancy is GS-05.

Physical Requirements: Rotation of tour assignments may be necessary. The work includes: lifting, walking, pushing, stooping, reaching, bending, and standing. There is a need to use proper body mechanics. A variety of mechanical equipment is available to assist in providing patient care which involves lifting, pushing, etc.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
