Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as an Operations Research Analyst Office with the Assistant Secretary of the Army (FM&C), Deputy Assist Secretary of the Army (DASA).

Responsibilities

  • Collects, develops, and distributes cost and economic analysis concepts, methods, and data among the major Army commands and installations or acquisition and information system programs.
  • Performs a variety of advanced problem solving , process improvement, technical acumen, and cost management skills as part of the Army's cost management program.
  • Develops independent cost and economic analyses or estimates.
  • Ensures sound cost estimating principles and statistical analysis practices are incorporated into estimates

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Operational Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

To qualify for the GS-11 level, all applicants must possess at least one full year of specialized experience equivalent to at least the next lower grade level (GS-09). Specialized experience is defined as: Experience with applying a wide variety of standard principles, theories, and techniques and practices of quantitative and statistical analysis; researching complex simulations to evaluate the impact of new technologies; prepare briefings for executive level management.
OR
EDUCATION: Master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Operations Research. (Note: You must attach a copy of your transcripts)
OR
Combination of Graduate Education and Experience: Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

To qualify for the GS-12 level, all applicants must possess at least one full year of specialized experience equivalent to at least the next lower grade level (GS-11). Specialized experience is defined as: Experience with applying and adapting standard principles and methods for operational research; applying analytical techniques and methodologies in mathematics, statistics, econometrics, and/or operations research for defining problems; preparing written reports and/or oral presentations regarding study findings, conclusions.

Education: Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Operations Research.(Note: You must attach a copy of your transcripts)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

To qualify for the GS-13 level, all applicants must possess at least one full year of specialized experience equivalent to at least the next lower grade level (GS-12) Specialized experience is defined as: Experience applying analytical techniques and methodologies in mathematics, statistics, econometrics, and/or operations research for defining problems; developing complex simulations to evaluate the impact of new technologies, policies, and programs; preparing and/or presenting briefings and reports for executive level management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • This is an Army Acquisition, Logistics and Technology Workforce position cover by DAWIA (Defense Acquisition Workforce Improvement Act). Selectees must meet position requirements for certification at Level II in Acquisition Career Field Business Cost Estimating within 24 months of entrance on duty.   • You will be required to undergo background investigation leading to the successful adjudication of eligibility for a Secret security clearance.
