This position is located in Office of Administrative Management (OAM), Office of the Director, Center for Information Technology (CIT), National Institutes of Health (NIH), Department of Health and Human Services (HHS).

The incumbent serves as the Chief Business Technology Officer and has responsibility for leading and managing the CIT Portfolio Management Office (PMO) services and functions.

Responsibilities

  • Oversees the delivery of PMO services to include IT Governance and Strategy, Portfolio Management, Acquisition Strategy and Planning, Data Call Management, Change Management and Business Process Reengineering to optimize CIT Support Services.
  • Collaborates closely with and across the CIT Senior Leadership and Management team to ensure alignment among strategy, governance, investment execution and reporting.
  • Exercises responsibility for managing and directing all Business Transformation and Portfolio Management matters for CIT.
  • Serves as the principal advisor to the CIT Director, Deputy Director, Executive Officer, and senior staff on all aspects of the business transformation and portfolio management of the CIT.
  • Oversees the implementation of a variety of portfolio management services essential to the direction and operation of the CIT.
  • Ensures close coordination with the OCIO and NIH ICs for critical IT needs and ensures compliance to Departmental policies and activities.
  • Ensures technical, process and project documentation are developed, deployed and maintained for knowledge management and compliance alignment.

Qualifications

To qualify for an IT Project Manager position, you must have IT-related experience as described below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
IT-related experience must demonstrate each of the four competencies listed below:
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that you work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND to qualify at the GS-15 level:
  • You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the GS-14 level in the Federal Government performing the following types of tasks: Directing the development and implementation of an organization's IT Portfolio and a variety of portfolio management services in support of the organization's programs and projects; evaluating the performance of direct subordinates and provides counseling, advice, and instruction concerning both technical and administrative matters; developing and formulating new business strategies and processes to assure efficient utilization of resources are used; and conducting appropriate analyses (Alternatives Analysis, Cost/Benefit Analysis, Impact Analysis, etc.) for new IT investment ideas and new technologies.
