Responsibilities

The primary purpose of this position is to provide expert analysis, input, and recommendations to the Assistant Attorney General and Principal Deputy Assistant Attorney General on opioid, substance abuse, and mental health issues that impact national policy and programs.

Serves as the agency expert and coordinator in providing intellectual leadership and focus to initiate dialogue; generate policy recommendations, interventions, and agency mechanisms; and initiate grants management activities which will be economically feasible to support sustainable development within the arena of combatting opioid, substance abuse, and mental health epidemic. Explores and evaluates intellectual, academic, and other resources which can be concentrated on identifying the concept of solutions to critical public health problems. Seeks the latest substantive thinking in the sector, from federal, state, local, and non- governmental organizations. Provides continuing coordination of review and evaluation of national research on sustainable development of grants management solutions, and effectively applying results to state, local, and tribal governments.

Provides direct advice and guidance to the Assistant Attorney General (AAG), Principal Deputy Assistant Attorney General (PDAAG), Bureau personnel, and DOJ leadership, to ensure that sustainability is integrated in opioid, substance abuse, and mental health programs. Enhances and coordinates effective working relationships across sectoral lines, identifying important areas of interaction and impact between program areas and ensuring that programs are managed to gain the greatest possible benefit from such interactions.

Plans and provides leadership, oversight, and direction for OJP's response to the national opioid, substance abuse, and mental health epidemic. Prepares studies, reports, presentations, memoranda, briefing papers, and/or other materials for internal policymaking use, and for outside publication or distribution.

Understands the various components of the DOJ, and their roles in implementing new outreach projects and partnerships to combat the opioid, substance abuse, and mental health epidemic. Coordinates and works with interagency councils, White House, and the Department of Health and Human Services (HHS) on opioid and substance abuse. Coordinates implementation of the projects and partnerships with relevant areas of the OJP, DOJ, the White House and the external federal, state, local, and tribal organizations that can support the proposed projects or activities. Uses contacts to build and strengthen internal and external support bases.

Qualifications

MINIMUM QUALIFICATIONS:

Qualifying experience for the GS-15 level includes one year of specialized experience at least equivalent to the GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience include: Providing expert advice and guidance to senior officials on program implementation, policy, legislation and other issues related to opioid, substance abuse and/or mental health; developing program and policy implementation strategies to address unmet public safety needs related to the opioid, substance abuse and/or mental health epidemic; serving as an expert on opioid, substance abuse and/or mental health interagency councils and working groups, working with multiple agencies and senior officials at the highest levels of government; and staying informed of significant developments in the response to the opioid, substance abuse and/or mental health epidemic in order to develop comprehensive policy and programs to improve public safety in communities.

TECHNICAL QUALIFICATIONS:

Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:

- Ability to analyze organizational and operational problems and develop solutions.
- Ability to meet and deal with others.
- Ability to communicate in writing.
- Ability to provide program management analysis, advice, and assistance.
- Knowledge of research and analysis techniques to perform management-related studies.
- Ability to manage special projects.

TIME-IN-GRADE REQUIREMENT: Status applicants for promotion must have 52 weeks of service at the next lower grade by the closing date.
