Responsibilities

This position is located in the Office of the Chief Administrative Officer, Office of Human Resources, Compensation and Benefits Division, Compensation Branch. The purpose of the position is to perform routine work related to the administration of employee payroll processing, debt management, and pay and leave administration.

As a Human Resources Assistant within the Compensation and Benefits Division, Compensation Branch, you will be responsible for the following:
  • Providing assistance and support processing services in compensation and payroll administration programs including time and attendance, corrections and garnishments.
  • Processing a variety of documents and forms associated with time and attendance records, payroll documents and requests for personnel actions.
  • Supporting Compensation and Benefits Division Financial and Internal Control Audit processes by pulling data from various HR systems and demonstrates system controls for auditors, etc.
  • Completing basic leave audits by reviewing the time and attendance system and the National Finance Center database.
  • Maintaining Indebtedness spreadsheets and preparing indebtedness documentation for issuance to appropriate employees.
  • Assisting the Leave Share Program Coordinator with case maintenance filing, logging and processing of leave donations.
  • Using tact, diplomacy, and patience when communicating with USPTO employees, managers, coworkers, supervisors, and other internal/external customers.

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. Specialized experience for this position includes:
  • Experience in researching and interpreting human resources regulatory guidelines, policies and procedures;
  • Experience in identifying and coding payroll and personnel actions using automated human resources systems; and/or
  • Experience in answering routine questions, using office automation systems to input, update, or retrieve information.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-07 .

Specialized experience for this position includes:
  • Experience in providing technical and support duties for a compensation and pay administration program (i.e., Leave, Leave Transfer Program, Pay Administration, Time and Attendance, etc.);
  • Experience in researching and interpreting human resources regulatory guidelines, policies and procedures;
  • Experience in identifying and coding payroll and personnel actions using automated human resources systems; and/or
  • Experience in answering routine questions, using office automation systems to input, update, or retrieve information.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

As a general rule, education is not creditable above the GS-5 for most positions covered by clerical and administrative support standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. A listing of these accredited organizations can be found on the Department of Education's website - US Department of Education . Another listing of services that can perform this evaluation is available at the National Association of Credential Evaluation Services (NACES) website. You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application.
