Summary

The Congressional Research Service (CRS) seeks a Senior Library Technician (Collections Management) for its Knowledge Services Group (KSG). The incumbent will process and maintain print and digital research collections as well as CRS archival materials. The incumbent is responsible for the circulation of materials in the CRS Library, including assisting users in locating materials and gathering metrics on use of the CRS Library.

Responsibilities

CRS works exclusively for the United States Congress, providing policy and legal analysis to committees and Members of both the House and Senate, regardless of party affiliation. As a legislative branch agency within the Library of Congress, CRS has been a valued and respected resource on Capitol Hill for more than a century.

CRS is well known for analysis that is authoritative, confidential, objective, and nonpartisan. Its highest priority is to ensure that Congress has immediate access to the nation's best thinking on public policy issues of interest to its Members and Committees.

The senior library technician will perform the following duties:
  • Maintains print collections, including sorting, shelving, weeding and shifting materials; performs collection inventories to identify gaps and duplicates; and prepares materials for binding.
  • Maintains digital collections, including the CRSX database. Creates metadata for digital documents or collections, applying established taxonomies as appropriate. Reviews metadata and library records for accuracy and quality.
  • Assists with scheduling of staff on the CRS Library circulation desk; assist users in locating and borrowing materials.
  • Identifies documents and other materials relevant to the CRS mission, and assists in making the materials accessible to staff. This includes downloading digital documents or digitizing printed materials and uploading files to internal repositories.
  • Assists with training other staff in the maintenance and use of CRS collections.
  • Maintain and report on metrics related to CRS collections and their usage.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to apply knowledge of library protocols, procedures, and operations to maintain physical collections**

Additional information

The Congressional Research Service, within the Library of Congress, is part of the Legislative Branch of the federal government. As such, all positions are in the excepted service.

The salary range indicated reflects the locality pay adjustment for the Washington, D.C. metropolitan area.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.

This is a non-supervisory, bargaining unit position.

A "Not to Exceed" (NTE) status identifies an appointment with a specific ending date. However, the Library has the right to separate a NTE employee at any time due to either performance issues or budget constraints.

This position may be eligible for subsequent conversion to a permanent appointment, contingent upon business need, available funding and the selectee's performance. If the position does not become permanent at the end of the 3-year period, CRS employees will be returned to their former position or a position of similar grade and duties without loss of federal service tenure or seniority.
