And, Government Entities ensures organizations meet their tax withholding and employment tax payment requirements.

Responsibilities

WHAT DOES AN INTERNAL REVENUE AGENT DO? As an Internal Revenue Agent you will provide analysis and support for the planning, development, delivery, monitoring, and evaluation of education and outreach products services designed to help customers understand and comply with relevant requirements of tax law. At this level, you will be required to use judgment and ingenuity in interpreting administrative policies and applying them to specific situations, as well as, the use technical authority in the development and interpretation of guidelines.

As an Internal Revenue Agent you will:
  • Analyze and monitor relevant tax law requirements and developments to identify customer needs for education and outreach products and services.
  • Analyze new or proposed legislation, regulations or other authoritative guidance to determine impact on program operations
  • Identify, gather, and study compliance data, customer feedback, and input from other TE/GE & IRS employees, to track tax law compliance trends or problems that may be addressed by customer education and outreach.
  • Advise and assist the Director, CP&C in developing a national customer education and outreach strategy, and annual and long-range program plans in developing, balanced measures, assessing the accomplishments and evaluating the effectiveness of CP&C programs.
  • Advise and assist the Director, CP&C, in assessing the accomplishment of CP&C's program goals and objectives; and in monitoring and evaluating the implementation and effectiveness of CP&C's programs
  • Working either individually, or as leader or coordinator of task teams involving employees from other TE/GE or IRS offices; plans, develops and improves customer education and outreach products and services (e.g. seminars and publications)
  • Provide guidance/mentoring for continuing development of employees' presentation skills
  • Coordinate and participate in delivery of speeches, seminars, workshops and other programs to national customer, liaison and practitioner groups and organizations, and other groups, monitor and gather feedback from and analyze the effectiveness of such programs.
  • Develop and maintain partner relationships with national customer, liaison and practitioner groups and organizations; coordinates delivery of CP&C products and services through such partnerships; gathers & analyzes feedback from such partnerships
  • Coordinate CP&C activities, products and services with other relevant government agencies (e.g., for EO: state attorneys general; for EP: DOL and PBGC)
  • Performs other duties as assigned, which may include coordinating information for forms, publications, intranet and/or internet

Qualifications

You must meet the following requirements by the closing date of this announcement.


BASIC REQUIREMENTS FOR ALL GRADES: A Bachelor's or higher degree in accounting from an accredited college or university that included at least 30 semester hours (45 quarter hours) in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management or finance. OR

A combination of experience and education at an accredited college or university equivalent to a four year degree that included courses equivalent to a major in accounting, i.e. at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above.
OR
A Certificate as a Certified Public Accountant (CPA) obtained through written examination in a State, territory or the District of Columbia.
OR
Are currently serving as an Internal Revenue Agent GS-0512 and have been in this position for at least one year or was previously an Internal Revenue Agent GS-0512 and held the position for at least one year.
AND
You must possess the following professional accounting knowledge's: Principles of Accounting, Intermediate Accounting, Cost Accounting, Advanced Accounting, and Auditing. For more information on the required accounting knowledge's please refer to Internal Revenue Agent Basic Requirements

This knowledge is typically acquired by completion of an accounting degree from a four-year college or university. If not from an academic environment, the knowledge can also be obtained from certain work experience.

In addition to the above, you must meet the requirements described below:

GS-14 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. Specialized experience for this position includes: experience working diversified professional accounting or auditing work that required: experience in applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities; experience in interpreting and applying federal tax law for individuals, businesses and/or exempt organizations, partnerships, and corporations; experience with business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition; experience with corporate financial transactions and financial management principles and practices; and, experience in interacting effectively with a broad range of individuals and negotiating with specialists in accounting, legal, tax, and other similar business related professions. In addition, you must have experience applying the Internal Revenue Code, Regulations, Rulings and court decisions for the assigned program, and experience in researching and applying these laws and principles, in order to ensure compliance, develop and evaluate programs and in monitoring and evaluating implementation; experience using a wide range of data gathering, analytical & evaluative methods and techniques, both qualitative and quantitative, for analyzing compliance trends, assessing program development, measuring and evaluating program compliance and accomplishments, identifying significant program or resource issues, and improving organizational effectiveness and efficiency.
