This position is located in the National Credit Union Administration, Office of the Human Resources. This position serves as the Human Resources Assistant (Employee Benefits).

Responsibilities

At the full performance level, the Human Resources Assistant (Employee Benefits) will:
  • Conduct benefit and retirement reviews for support positions, other entry and mid-level positions, and provides administrative support to the benefit and worklife program.
  • Serve as a processing expert for the full range of human resources coding, processing procedures in the automated personnel system. Determine related actions required and prepares documents related to each case.
  • Manage an automated Official Personnel Folder (eOPF) system. Audit eOPF for proper placement of all necessary documentation and verification of service computation date(s).
  • Manage new employee orientation and onboarding manager programs.
  • Answer questions related to all types of personnel actions to include, benefits, and human resources records.
  • Research Code of Federal Regulations, NCUA policy, OHR operating procedures, collective bargaining agreement and other guidance concerning issues related to Benefits, and Retirement, etc.

Qualifications

To qualify at the CU-08 level, you must have one full year of specialized experience equivalent to the CU/GS-07 level in federal service (obtained in either the public or private sectors). Specialized experience is defined as experience answering benefit or retirement inquiries; coding and processing personnel actions; reviewing employee personnel folders for completeness; and preparing written materials.
OR
Education: 1 and 1/2 years of progressively higher level graduate education (27 semester hours or 36 quarter hours) leading to such a degree related to human resources management. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: Applicants may combine education and experience to qualify at this level.

To qualify at the CU-09 level, you must have one full year of specialized experience equivalent to the CU/GS-08 level in federal service (obtained in either the public or private sectors). Specialized experience is defined as experience providing guidance to management or staff on benefit policies or procedures; coding and processing a variety of benefit-related personnel actions in an automated system; conducting new employee orientation; reviewing employee personnel folders for completeness; and preparing benefits-related written materials.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education (36 semester hours, 54 quarter hours) leading to such a degree related to human resources management. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: Applicants may combine education and experience to qualify at this level.

Additional information

If you are selected for this position at the CU-08, you may be non-competitively promoted to the next level through CU-09 provided that you have fulfilled the necessary qualification requirements including any applicable certification processes. Promotion is not automatic and is conditional on demonstrated ability to perform the higher grade level duties, a current written performance appraisal rating of "fully successful" or better, and fulfillment of the necessary qualification requirements.

Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position.

SALARY: Pay will be set using NCUA's compensation policy. The salary range shown is NCUA's Local Pay Rate (LPR) which includes a locality rate of 45.87% for the Alexandria, Virginia geographical area.
