Responsibilities

As an Economist, you will:
  • Serve as the Agency Senior Health Eonomist expert providing intellectual leadership in conducting advanced economic and statistical analytics to better inform HIV/health resource mobilization and health financing programming.
  • Advise on the development and integration of economic and financial data science methodologies into planning, delivering, and assessing development programs and data use practices in HIV/AIDS programming to contribute to HIV/AIDS epidemic control in a developing country.
  • Advise field Missions, country or regional programs, HQ, and interagency on aspects of financial data collection and use in order to contextualize results with correct interpretations and craft evidence-based key messages.
  • Lead the development and development of training and capacity building plans for technical and non-technical headquarters and field audiences on accessing, analyzing, and visualizing economic, HIV, and other data.
  • Provide technical guidance and direction to the Health Economics and Finance Branch, OHA, and to PEPFAR-supported countries on program planning (annual Country Operation Plans) and reporting (quarterly program reports), financial data analytics, and financial data use.

Direct Hire Authority: This position is being filled using 5 U.S.C. 3309-3318 or 5 CFR part 211 and part 337, subpart A , which is the OPM approved government-wide direct-hire authority.

Qualifications

Selective Placement Factor: This position includes a skill, knowledge, ability or other worker characteristic basic to -and essential for- satisfactory performance of the job. Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. Evidence of the Selective Placement Factor must be reflected in your resume.

The Selective Placement Factor for this position is: Technical and programmatic experience to design and implement health financing strategies to advance promotion of sustainable approaches to health programming within low- and middle-income country settings.

GS-14: In addition to the Selective Placement Factor, YOU MUST have one year of specialized experience equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) experience in conducting economic analysis for HIV/AIDS or other related health programs in low and middle-income country settings; b) experience in managing economic analysis project or programs for HIV/AIDS or other related health programs; and c) experience in engaging the private sector in the HIV/AIDS response.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

CTAP / ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

Education

This position does have an education requirement:

Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education. You will be required to show proof of educational requirements as well as proof you are in the 0110 Economics Series.
