Summary

This position is located in the USDA Food and Nutrition Service in Alexandria, Virginia. This position serves in the Supplemental Nutrition and Safety (SNAS) organization as the Director of the Office of Food Safety with responsibility for a variety of complex managerial, supervisory, and scientific assignments. The SNAS Office of Food Safety Director provides assistance in food safety by monitoring and evaluating food safety issues pertinent to all FNS nutrition assistance programs.

Responsibilities

  • Directs staff in the administrative, financial, management control, scientific, technical, educational and operating tasks in the fields of food microbiology, food technology, food chemistry, toxicology, and other aspects of food safety.
  • Directs staff in the educational and training responsibilities of the Office of Food Safety, recommends policies and objectives relative to the development, implementation, and management of Food Safety resources.
  • Directs, coordinates and oversees the work of six staff members. Independently conceives, designs, and plans assignments. Assigns projects and priorities to staff.
  • As a recognized technical authority in food safety, is responsible for the development of policies, nationwide guidelines, procedures, and instructions to benefit agency personnel, FNS program operators and cooperators, and program participants.
  • Assumes overall responsibility by providing leadership and directing the planning and administration of the program and activities.
  • Interprets and enforces policies and procedures to ensure efficiency and effectiveness of program operations.
  • Formulates policies and program plans and makes recommendations regarding necessary changes and revisions in policies and program operations to Agency and Departmental policy officials.
  • Recommends the development or revision of long-range plans, goals, and objectives for the work directed.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and education, as defined below.

To qualify for the GS-15 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Example of qualifying experience includes the following types of tasks performed on a regular and recurring basis:
  • Applying knowledge of laws, rules, and regulations in Federal nutrition programs, with special emphasis on all aspects of Food Safety policy and regulatory development.
  • Communicating information, both orally and in writing, to contacts within and outside the organization to provide advice, negotiate, and explain procedures, practices, policies, and work-related changes affecting these groups.
  • Evaluating program policy and operations for issues or deficiencies; recommending, justifying, developing, and implementing appropriate solutions.
  • Leading and supervising a professional staff.
  • Time in grade: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

    GS-15: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position.

    This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
