Summary

The position is located in the Office of Human Resources (OHR), Federal Railroad Administration (FRA). You will serve as a HR Specialist (ER/LR) and be responsible for delivering expert advice and counseling in the areas of complex conduct and discipline issues; grievances and appeals; adverse actions; and labor relations. You will prepare disciplinary and adverse actions, performance-based actions, and conduct investigations into employee allegations of misconduct and harassment.

As a Human Resources Specialist, you will:
  • Provide expert advice and counseling in the areas of conduct and discipline, grievances, appeals, adverse actions, merit system principles, and prohibited personnel practices.
  • Develop reprimands, suspensions, removal notices, leave restriction letters, management responses to grievances, and Performance Improvement Plans.
  • Research and analyze case law and federal regulations.
  • Respond to information requests submitted by the union and other interested parties.
  • Provide expert advice on labor-management relations matters, i.e., alternative dispute resolution, unfair labor practice complaints, and arbitration of grievances.


Ideal Candidate Statement: The ideal candidate has expert level knowledge of HR practices, laws, regulations, policies to provide advice and resolve the full range of complex and wide impacting employee and labor relations operational problems. The applicant must have excellent written, verbal and analytical skills, work collaboratively with others and have experience serving as an advisor to all levels of management on employee and labor relations issues.

TELEWORK: This position is eligible for Ad hoc or Emergency telework. This position is NOT a full-time telework position and you will be required to work from the Headquarters' Office in Washington, DC.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience applying laws, regulations, policies, procedures, and rules to address a range of employee relations and labor relations issues.
  • Experience performing a range of labor and employee relations functions (i.e., providing guidance, consultation and assistance in the areas of performance, conduct, discipline, adverse actions, grievances and appeals).
  • Experience fostering teamwork and forging coalitions among people or groups with conflicting interests.


To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience providing technical advice and consultation services to managers and customers on labor and employee relations (LER) actions (e.g., grievances, contract negotiations, conduct, disciplinary actions, performance based actions, alternative dispute resolution, etc.).
  • Experience negotiating agreements and defending the organization against allegations of unfair labor practices, and grievances.
  • Experience performing investigations and management inquiries into sensitive employee and labor relations issues.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Employee Relations- Knowledge of laws, rules, regulations, case law, principles, and practices related to employee conduct, performance, and dispute resolution.
  • Labor Relations- Knowledge of laws, rules, regulations, case law, principles, and practices related to negotiating and administering labor agreements.
  • Communication- Writes in a clear, concise, organized, and convincing manner for the intended audience. Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.
  • Customer Service- Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement.
