Summary

This position is located in the Department of Labor (DOL), Office of Labor-Management Standards (OLMS), Division of Reports, Disclosure and Audits. OLMS administers certain provisions of the Labor Management and Disclosure Act of 1959 (LMRDA) and related laws, which primarily establishes standards for labor organizations, democracy and financial integrity, and requires reporting and public disclosure of labor organization reports.

Responsibilities

This is a developmental position and the incumbent will participate in formal and on-the-job training at the (GS-9) and (GS-11) grade levels to prepare for advancement to the full performance level of the position (GS-12).

The incumbent in this position will be responsible for performing the following:

Provide comprehensive accounting advice and recommendations to managers regarding problems found and future operational efficiency.

Interpret financial management policy and provide guidance to internal and external stakeholders and identify, monitor, and report trends.

Implement, monitor, and report program performance measurements that will aid program managers in carrying out their responsibility to use government resources effectively and efficiently.

Perform joint reviews, as applicable, with program managers to ensure procedural compliance, and that required corrective actions are implemented.

Review unliquidated obligations, unmatched disbursements, and reimbursable orders propriety and cause, and advises managers of significant deviations, and corrective actions required.

Participate in formal briefings, or equivalent meetings, to provide accounting advice and assistance, when needed.

Assist program managers in developing accounting data structures and provides liaison and assistance to resolve problems between automated non-financial systems interfaces.

Analyze financial reports filed by labor organizations under LMRDA and related statutes and analyze financial accounting data filed by labor organizations under the LMRDA and related statutes for accuracy.

Research and verify data contained in submitted documents to insure regulatory compliance with Title II of the LMRDA, the Civil Service Reform Act, and Foreign Service Act by conducting a comparative analysis of data in the current year's report to data contained in prior year reports thus ensuring their acceptability for continued processing.

Analyze all data prior to submission for entry into the electronic Labor Organization Reporting System ( e.LORS) for international unions and program status reports. Participate in the development, implementation, analysis, and monitoring of accounting system changes.

Validate data by comparing current year against previous year's data in system and identify all irregularities. Ensure data is complete and accurate and in accordance with all appropriate internal audits and procedures. Review final entries for accuracy prior to public disclosure.

Assist the Branch Chief in implementing and coordinating a variety of accounting and audit related activities that may have a broad organizational impact. Provide technical assistance to the National Office and field management staff involving a variety of subjects relating to the application of accounting policies, concepts, and standards in order to ensure that the mission requirements are accomplished. Conduct, develop, and coordinate documentation used for presentations, reports and briefings.

The entire duration of the Recent Graduate Appointment constitutes a trial period.

Appointee must be a U.S. citizen in order to be eligible for conversion to a permanent position in the competitive service upon completion of the program. Upon successful completion of the program and at the agency's discretion, the appointee may be converted to a term or permanent position in the competitive service.

Individual Occupational Requirements:

Basic Requirements:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the basic education requirements listed above, applicants must also meet the specialized experience outlined below.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07, in the Federal Service or 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. Creditable Specialized Experience: Performed accounting reviews; interpreted policies and provided accounting advice and recommendations to managers.

Education

To be eligible for appointment, you must meet requirement a or b: a. Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two years; or b. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certificate. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
