Responsibilities

As a full performance auditor specializing in information technology audits, you will:
  • Conduct audits and examinations of headquarters and mission information technology and systems and programs to determine compliance with applicable legislation, regulations, policies, and procedures.
  • Determine effectiveness of programs and operations and the achievement of program objectives to prevent the occurrence of waste, fraud, and abuse in USAID programs and operations.
  • Conduct audits in compliance with professional audit standards and Inspector General (IG) audit policies and procedures.
  • Determine the effectiveness and efficiency of the Agency's management of information technology and systems programs and operations; responsible for formulating conclusions and prepares written reports or segments thereof containing recommendations for corrective actions required on the part of USAID program officials.
  • Perform quality reviews of audit reports, surveys, and special studies conducted by IG audit staff; reports findings of reviews and recommend further corrective actions, including changes in Agency policies and procedures as required.
  • Brief audit managers on progress of audits; identify significant audit areas which require decisions and presents recommendations and options on directions audits should take, including expansion or curtailment of initial audit efforts.
  • Perform follow-up audits and reviews, and monitors progress of audit recommendations and other reports prepared by the Office of Audit or other Federal agencies.
  • Prepare action reports, draft audit findings and revise as necessary to ensure that conditions, causes, effects and recommendations are properly presented and supported.

Applicants will be required to complete questions contained on the Declaration for Federal Employment (OF-306) at the time a tentative job offer is made. If selected, at the time of appointment, selectees will be required to update the OF-306.

Qualifications

Basic Requirements for Performance Auditors

  • Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

    OR
  • Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
  • A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

  • In addition to the mandatory basic requirements/education requirements specified in this announcement, applicants must have specialized experience and/or directly related education in the increments shown below:

    GS-09: Applicants must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service to include: (1) assisting in conducting various audit types, IT audits, and special assignments to assess program efficiency, effectiveness, and compliance with program laws, regulations and other provisions; (2) participating in the analysis of an audit information to assess risk factors and identify high-risk areas; (3) helping to document results of audit review, using correct formats, including source, purpose, conclusion, and results.

    OR

    Have a master's degree, an equivalent graduate degree, or have successfully completed 2 full years (36 semester hours) of progressively higher-level graduate education leading to a master's degree that provided the knowledge, skills and abilities to perform the duties of this position.

    OR

    Have an equivalent combination of the specialized experience and graduate level education described above. (To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above; then determine the amount of your graduate education in excess of one full year (18 semester hours) as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify.)

    GS-11: Applicants must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service to include: (1) accounting/auditing experience participating in the review of IT programs/systems, and/or FISMA auditing exposure obtained in an OIG or similar position; (2) Assisting in drafting written audit recommendations requiring corrective actions from program officials; and (3) Participating in the conduct of technical audits and other projects that promote efficiency, effectiveness, and compliance in accordance with the Generally Accepted Government Auditing Standards (GAGAS).

    OR

    have a doctorate or equivalent graduate degree in a related field, or 3 full years of related progressively higher level graduate education leading to such a degree, from an accredited college or university.

    DESIRED QUALIFICATIONS: Prior IT audit experience is strongly desired.
