Summary

This position is located in the Division of Analytics and Operations, Office of Anti-Fraud Programs, Office of Analytics, Review and Oversight (OARO). The incumbent serves as a senior analyst and technical advisor to management officials responsible for overseeing the agency's Anti-Fraud Program.

Responsibilities

  • Designs research studies of SSA programs and develops models to improve the efficiency of SSA's anti-fraud program. Determines methods and approaches to gather and develop required data to complete studies.
  • Designs models and methodologies well suited to the analysis of generally stated problems, ascertaining and defining the validity of problems,
  • and developing appropriate criteria for evaluation in order to achieve improved program operations and management systems.
  • Analyzes study findings, develops recommendations, and prepares and presents confidential in-depth reports and position papers to management officials regarding analyses of problems.
  • Develops, reviews, and evaluates anti-fraud program management information. Applies best practices to develop and maintain reports on anti-fraud program initiatives for executive-level audiences.
  • Reviews and evaluates anti-fraud initiatives to improve targeting of resources and/or quality of operations, develops and applies statistical profiling techniques to ensure potential for, or achievement of desired results.

Qualifications

To qualify for this position, applicants must meet the individual occupational requirement (IOR), which states that applicants must have ONE of the following:
  • a degree in operations research; OR
  • a degree in a field other than operations research, which includes at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must be in calculus.

Additionally, to meet the basic qualification requirements for this position, applicants must have the following:
  • at least 52 weeks of specialized experience at the GS-12, or equivalent, which is in or related to the work of the position to be filled which has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include work that involves designing, developing, and adapting mathematical, statistical, econometric, and other scientific methods and techniques. The work also involves analyzing management problems and providing advice and insight about the probable effects of alternative solutions to these problems. The primary requirement of the work is competence in the rigorous methods of scientific inquiry and analysis.

Your application will be evaluated under the Category Rating method, based on your responses to the Assessment Questions. If you meet the basic requirements for the position, your application will be evaluated and placed into one of three categories:

2 - Well Qualified Category - Candidates who meet the Minimum Qualification Requirements and demonstrate a satisfactory level of the knowledge, skills, and abilities necessary to perform the duties of the position.
3 - Best Qualified Category - Candidates who meet the Minimum Qualification Requirements and demonstrate a high level of the knowledge, skills, and abilities necessary to perform the duties of the position.

Candidates eligible for veterans' preference will be placed ahead of other candidates in the appropriate category for which they have been rated. Additionally, preference eligibles who have a compensable service-connected disability of at least 10 percent and who meet the Minimum Qualification Requirements will automatically be placed in the Best Qualified Category.
