This position is located in the Office of International Programs (OIP), International Cooperation and Assistance (ICA) Branch. The supervisor is Eric Stahl. This position is Bargaining Unit and occasional travel is required.

Responsibilities

As a Senior International Relations Officer (Group Leader) in the Office of International Programs (OIP), International Cooperation and Assistance Branch, the ideal candidate will:

1. Coordinate, implement, and plan policy, technical, logistical and administrative activities for assigned countries and international organizations in support of the U.S. Nuclear Regulatory Commission's (NRC) international nuclear safety and security cooperation and assistance activities.

2. Recommend and formulate policies and procedures regarding specific NRC international program activities with particular emphasis on implementation of bilateral technical information exchange arrangements and cooperation and assistance activities undertaken with other countries and international organizations.

3. Lead NRC international activities through organizing, mentoring, and directing a team of desk officers.

4. Communicate milestones and deadlines to the group and individuals based on supervisor's instructions; explain group goals and objectives to assigned team members and assist members in organizing to accomplish work; coach, facilitate, instruct, solve work problems and participate in the work of the group.

5. Provide information and feedback to the supervisor on performance of the group and individuals; and observe training needs and relay training needs and requests to supervisor.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE includes experience that demonstrates the ability to coordinate activities related to international nuclear safety and security cooperation and assistance; taking a leadership role for implementing cooperative activities with other countries; and acting as a senior advisor or mentor to less senior staff.

Education

Basic Requirements: Degree: Major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. OR Combination of education and experience--courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown above, plus appropriate experience or additional education.

OR

Experience--four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. Evaluation of Experience: Qualifying experience that provided an intimate knowledge of a foreign country or geographic area may have been gained through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or inter-national relief work, or other experience in foreign countries. It may also have been gained through teaching college-level courses in international relations or problems associated with a specific foreign geographic area.
