The Vice President, Membership & Operations, reporting directly to the Chief Executive Officer, will be the primary source in managing all organizational operations, including finance, accounting, and human resource operations for ACPM, and the strategic and budgetary performance of membership both individual and organizational, including any group discounting or other member benefit/group purchasing opportunities. This position works independently on projects, from conception to completion, and must be able to work under pressure, and manage confidential matters with discretion and diplomacy. Position Functions and Responsibilities Supervise the staff in Finance & Operations and Membership & Marketing departments ensuring compliance with all federal and DC employment laws and requirements. Serve as a resource and consultant to all staff on payroll, budgeting, accounting, and human resources/benefits matters. Oversee staff performance on accounts, ledgers, and reporting systems ensuring compliance with appropriate GAAP standards as they apply to not-for-profit entities and regulatory requirements. Maintain accounting policies, internal controls, and safeguards for receipt of revenue, recording of costs, department budgets, and actual expenditures. Oversee monthly and year-end close, financial statements, budget analysis, and projections. Oversee the annual audit, ensuring timely and efficient completion. Develop, review, revise, and/or approve contractual agreements with vendors or other external stakeholders to ensure cost efficiencies. Oversee all IRS filings, including Forms 990, payroll, Forms 5500, and all other taxes. Responsible for all financial reporting, both internally and for staff engagement with ACPM's Finance Committee. Oversee all financial, program and grants accounting; ensure that expenditures are consistently aligned with grant and program budgets throughout the grant/fund period. Ensure accurate and strategic analyses of staff resource allocation across projects and programs to ensure proper planning and development. Provide oversight on a portfolio of Federal and non-Federal grants and contracts by overseeing the compliance as well as forecasting and tracking grant expenditures and budgets. Ensure accurate reporting of federal government grants/cooperative agreements and contracts and management of federal requirements and regulations. Provide strategic guidance on individual and organizational membership acquisition and management, including leadership on governance and engagement with volunteer leaders. Lead strategic initiatives to advance organizational membership and member services through group purchasing agreements, negotiations and enhanced membership value. Partner with Membership & Marketing Director to enhance and expand the Prevention Alliance of organizational members through engaged programs and strategic projects and communications. Contribute to the overall success of ACPM by performing all other essential duties and responsibilities as assigned or needed. Directly Supervise: Director of Finance and Operations. Director of Membership and Marketing. Consultant, contractors, or vendors as required for audits, advocacy, membership, taxes, and/or HR needs. Knowledge and expertise in employment practices, compliance, and federal/DC law. Knowledge and expertise in federal government contracting and grants management. Expertise in systems and operational tools (eg, grants management systems, Quickbooks, YM) Attention to detail, with strong organizational and analytical skills. Good judgement and diplomacy skills. Emotional intelligence. Manage multiple priorities, deadlines, and demonstrate flexibility.
