General Summary/Purpose: Centers for Civic Impact is seeking a Senior Director for its Center for Government Excellence (GovEx) who will be responsible for overseeing the implementation of technical assistance efforts which support the use of data and evidence for improved decision making by the public sector. In addition, the Senior Director is responsible for managing a growing team of subject matter experts, as well as daily coordination with funders and partner organizations. The selected candidate will be responsible for designing, updating, and implementing GovEx's service delivery model which focuses on the areas of data management and use, open data, performance management, and advanced analytics. In addition to real-world experience using data in the public sector, the Senior Director must be a strong leader with excellent management skills and proven experience. The Senior Director will continue to build and direct a team which supports Mayors' offices and other city leaders to build sustainable data programs in all What Works Cities (WWC) as well as with governments who engage in fee-for-service technical assistance. The Senior Director is also responsible for coordinating and collaborating with the Directors of the Centers for Civic Impact including GovEx Academy and the Center for Applied Public Research. The Senior Director must have a forward thinking mindset and the vision to build out an organization, provide strong leadership to a rapidly growing team, as well as design and deliver impactful programs that benefit cities and their residents. The selected candidate must possess a proven track record of success in the public sector, have experience navigating an academic environment, and be able to build relationships at all levels, from residents to elected officials. Civic Impact is committed to working with communities that are focused on ending legacies of structural, entrenched racism. The Senior Director must be willing to think about a reimagined city hall and engagement models through the lens of dismantling these legacies. This position reports to the Deputy Director. Minimum Qualifications (mandatory): Master's degree in public policy or related field At least five years experience in the field of public sector data use Experience managing diverse teams Additional education may substitute for experience, and additional experience may substitute required education to the extent permitted by the JHU Equivalency Formula Preferred Qualifications: Experience in the creation or direction of performance management or data analytics programs A record of strong professional achievements in public policy, public administration, or a related field Proven ability to develop, manage, and thrive in relationships with public sector executives and senior staffers Seasoned personnel skills to manage a team of mid-level professionals Ability to work in and lead teams in an result-driven workplace Extensive familiarity with government, nonprofit, and philanthropic stakeholders Understanding of and ability to communicate stories about the impact data usage has on the public sector Special knowledge, Skills, and Abilities: A strong understanding of quantitative research methods, and the ability to work with, and understand, complex datasets Familiarity with presenting complex quantitative and qualitative research and analytical findings Familiarity with in Python, SQL, JavaScript and/or R, and GIS software Knowledge of how to create data visualizations in D3.js, RStudio,or Tableau Experience with Microsoft Office, G Suite, and project management applications Familiarity with learning management systems Experience using project management and collaboration software such as Asana and Slack Demonstrated effectiveness in coordinating with subject matter experts Understanding of qualitative and quantitative research methods Excellent oral, written, communications, and research skills Commitment to a collegial workplace Capacity to work independently and in a results-oriented workplace Ability to work on multiple projects concurrently Job Requirements:Specific Duties & Responsibilities: Creating and overseeing a long-term strategic vision for GovEx Managing multiple programs in coordination with staff, partner organizations, and philanthropic funders Managing a growing and diverse team overseeing a diverse portfolio of programs Managing and appropriately growing a team of GovEx subject matter experts Identifying needs to training and skill development among government employees and collaborating with the GovEx Academy Director to support the development of related trainings and courses Overseeing the development of materials presenting data trends and results seen in cities Developing and documenting best practices in the field of government data usage Conducting outreach to government executives and senior staffers in support of GovEx Senior Advisors' efforts Serve as an internationally recognized thought leader for data management, performance management, and advanced analytics Onboarding and providing regular training to GovEx staff in best practices and delivery methods Assigning GovEx staff to technical assistance projects and overseeing their successful completion of these efforts Leading in the development of GovEx resources for all scopes, services, activities Reviewing MOU drafts for scope content before they are submitted to JHU legal review) Refining and overseeing implementation methods for service delivery, including scoping sessions Building and maintaining strong relationships with city leaders, elected officials, and critical stakeholders Representing GovEx to external stakeholders including governments, philanthropy, nonprofit organizations, and academic and public sector leaders Overseeing the planning of appropriate center strategies and objectives Developing and maintaining fidelity to a strategic plan to create and offer programs responsive to the needs of the public sector, as well as funders Defining clear goals for the center and measuring progress towards those goals with the support of Civic Impact's Monitoring & Evaluation team Maintaining an understanding of trends in government innovation and data usage, including open data, performance management, analytics, and other areas as identified by Civic Impact and its associated centers Supporting the teams at Civic Impact and its associated centers in the effective development of best practices related to government data usage Collaborating with outside institutions and organizations to develop approaches and materials that are locally applicable Other duties as assigned
