Summary

The incumbent of this position serves as the Supervisory Budget Analysyt for the Managing Directorate of Operational Medicine within the Bureau of Medical Services (MED) and participates, through the provision of financial resource management advisory services and oversight of unique financial transactions within the Directorate.

Responsibilities

  • Oversees the unique financial management services required, directs, coordinates, and maintains an integrated system of budget and financial services, controls, policies, procedures, plans, and reports.
  • Applies expert knowledge and understanding of financial and resource management principles, practices, methods and techniques. Skilled in managing financial resources to meet critical operational requirements.
  • Reviews, analyzes and edits budget estimates for accuracy of technical and format, mathematical accuracy of supporting narrative justification and conformance with budgetary policy and guidelines.
  • Supervises the work of Budget Analysts, Program Analysts, Management Analysts, and provides oversight for contract employees involved in the Directorate's budget formulation, revenue operations, program planning/oversight, and financial reporting.
  • Develops financial analysis of Directorate operations as a basis for reporting to and advising top management on possible actions to obtain the best possible utilization of resources.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

Specialized experience with the full spectrum of financial management activities from budget formulation, presentation and execution, through funds control and accountability, and financial planning. Experience in formulation and executing the budget for a substantive program, monitoring and controlling the obligation and disbursement of funds; and providing advice and assistance on budgetary matters which affect short range and long range planning.

There is no substitute of education for specialized experience for the GS-15 position.

  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;

Qualified candidates are assigned a score between 70 and 100.
