Responsibilities

You will:
  • As Human Subjects Research Review Official (HSRRO), provide Agency oversight on the ethical and regulatory conduct of human subjects research (HSR) to ensure compliance with the Common Rule and EPA-specific policies and guidance;
  • Develop, evaluate, and improve policies and guidelines regarding the ethical conduct of human studies;
  • Oversee the creation, management, and documentation of HSR records, including protocols, questionnaires, consent forms, IRB review, standard operating procedures, and Agency approvals;
  • Chair the Human Research Ethics Council (HREC) and coordinate with internal and external stakeholders and organizations to contribute to the development of research policies, guidelines, and procedures governing HSR;
  • Develop and present presentations and publications in forums and journals to address issues related to the conduct of human studies.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

If you are selected, you may be required to complete a one-year probationary period.

Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as providing oversight of human subjects research initiatives; applying regulations that govern human subjects research; developing policies and guidelines for the ethical conduct of human subjects research; preparing reports related to oversight of human subjects research.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of policies and principles that direct human subjects research; 2) Skill in conducting human subjects research; 3) Skill in policy and regulatory development; 4) Skill in program management; 5) Skill in managing records systems; 6) Ability to establish effective working relationships; 7) Skill in written communication; 8) Skill in oral communication.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You need a degree or combination of education and experience as described below to qualify for this position.

You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in the following: major study in an academic field related to the medical field, health sciences or allied sciences related to the work of this position.

Except in special circumstances, those new to the federal government will be hired at the starting salary (step 1) of the applicable grade range listed above.

You will be evaluated for this job based on how well you meet the qualifications above.
