Responsibilities

The Junior Economist conducts comprehensive economic research studies and analyses involving technical and economic aspects and regulation of the telecommunications, wireless and/or media industries under the supervision of Senior Economists or Senior Managers.

The incumbent performs a broad range of assignments involving project formulation, economic research, analyses, and preparation of reports. Assignments involve working cooperatively with professional staff from other disciplines. Under the supervision of Senior Economists or Senior Managers, the incumbent conducts comprehensive economic research studies and analyses involving technical and economic aspects of telecommunications regulation. The incumbent focuses significantly on management and processing of the 477 data collection (including direct interaction with the filing community) and will develop a portfolio of projects of which incumbent has ownership. In consultation with Senior Economists, the incumbent determines, initiates, and selects topics for economic analysis together with objectives to be achieved and plans methods to be used. The incumbent develops narrative, statistical, and/or graphical reports of research and analysis. The incumbent provides technical advice on Commission rulemaking proceedings, including evaluation of the validity and significance of economic analyses submitted to the Commission.

The incumbent conducts microeconomic analyses of market structure, conduct, and performance under the tutelage of Senior Economists. Moreover, the incumbent may be called upon to assist Senior Economists in assessing the effects of regulatory programs, including identifying areas of adverse regulatory impact on the public, the industry, or the economy. These projects will require the incumbent to work with other professional staff, e.g., attorneys, engineers, statisticians, and computer specialists. The incumbent may be called on to help design econometric models to test hypotheses relevant to his/her economic analyses.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.

Basic Requirements: A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR
B. Combination of education and experience--courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Additional experience and educational requirements Specialized Experience: Specialized experience is an experience that equips the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized Experience: Candidates must have held the next lower grade or have equivalent education and/or experience in the normal line of progression for this position for a least one year.

Specialized experience is experience which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience includes the following:

The GS-9 Specialized Experience

Evaluating and analyzing data using regressions and other appropriate statistical and econometric methods with software such as STATA, R or SAS; Presenting summaries and analyses of findings in internal memos and white papers, as well as published reports; Processing administrative data and data collection responses, interacting directly with respondents to clarify reporting requirements, suggest resources and relevant documentation, and investigate seemingly anomalous responses.

OR

Have successfully completed 2 years of progressively higher level graduate education leading to a master's or equivalent graduate degree.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
